Response Evaluation Of Mobile Public Cultural Service Policy Of Chongqing

Accelerating the construction of a modern public cultural service system has become a long-term strategic task for economic and social development and the construction of a service-oriented government in China.With the emphasis from the party and the country,increased investment and the construction of China's modern public cultural service system,the public cultural facilities network at all levels has been basically completed.However,in some areas,it is difficult to meet people's cultural demands only depending on fixed facilities,especially in rural areas,remote mountainous areas,pastoral areas,islands and so on,where there are still many public cultural service blind spot.Strengthening the construction of mobile public cultural services,making it to be an effective alternative for the fixed facilities public cultural service activities,is of great significance to increase effective coverage of public cultural services,to improve the level of public cultural services in urban and rural grassroots,especially the poor areas,to address the tough 'last mile' of public cultural services,and to promote the standardization and equalization of basic public cultural services.The Chinese government has issued a series of policies and measures to promote the mobile public cultural services since 2014.Chongqing responses to the call of the requirements,and took the" delivering mobile cultural services to villagers” as a major livelihood.Chongqing government has established and implemented law and policy measures in succession,and stipulates the tasks that 33,000 mobile cultural services should be sent into the village each year.There has been will more than 30 million people who has benefit from the measures.This study takes the construction of the national modern public cultural service system and the implementation of Chongqing's mobile public cultural service policy as the background.With the policy responsiveness as the standard,the assessment of the mobile public cultural policies in Chongqing is started.This study has investigated the attitudes and evaluations from the target groups of policy implementation to understand the needs of them,and provide recommendations for improving policy responsiveness based on the assessment results.This research result can serve as a realistic basis for policy adjustment.It is of great significance to improve the effectiveness of policies,achieve policy objectives,and safeguard the public cultural rights and interests of the masses.The foreword is composed of the background of choosing this topic,the significance of the research,research summary,the research ideas and methods,and important and difficult points of research.The second part introduced the key concepts and the related theories of this research.The previous two parts could be thought as a theoretical basis of this paper.Chapter 3 provides an overview of Chongqing's mobile public cultural service policy system and its implementation.It provides a realistic basis for evaluating the design of index systems and subsequent research.Starting from the fourth chapter,based on the existing research results and actual conditions,the researchers designed the responsiveness evaluation index system of Chongqing's mobile public cultural service policy and evaluated the rent,and selected suitable evaluation methods.Through the empirical analysis in Chapter 5,we collected and analyzed the data,arrived at assessment conclusions,and discussed and proposed suggestions for improving the mobile public cultural service system in Chongqing(Chapter 6).The study finds that based on the assessment of responsiveness of policies,the responsiveness of mobile public cultural service policies in Chongqing is generally at a medium level.According to assessment result,this paper puts forward the following three-point proposals: Firstly,the government should update its decision-making idea,and strengthen the understanding of policy responsiveness;Second,optimize the policy-responsiveness mechanism,and promote the policy responsiveness system and policy responsiveness carriers' construction;Finally,pay attention to the cultivation of citizen's democratic rights awareness and strengthen citizen's political participation.
