The government has always been the sole supplier of public services,and due to the lack of effective market competition,government management has inefficient redundancy.Therefore,since the 1970 s,developed countries such as the United Kingdom and the United States have advocated the introduction of market competition mechanisms in the field of public services to solve the problem of inefficiency and even failure of government policies.In this context,the diversified supply of public services is realized through innovative ways of socialization of public services,such as bring in the participants of social organizations,communities and the general public.As one of the typical social organizations,social organizations establish a cooperation network with government departments,non-profit organizations and traditional enterprises,and work to make up for the gaps in the public service field by balancing the social value and economic value.This paper selects the social enterprise-Nanjing Jindai Culture Development Co.,Ltd.(referred to as “Jindai Culture”)as the research object to explore the platform model suitable for the socialization of domestic public services.Jindai Culture is committed to discovering the cultural value of historical buildings in the city,providing public cultural space products and services to governments,commercial organizations and individual customers,and promoting reading to become a way of life for people.Jindai Culture created a unique place spirit by recreating the value of the architectural culture experience of the Republic of China,and later refined it into a public cultural brand of the “Second Floor South Study Room”.As one side of the platform,the “network effect” formed by individual customers based on brand communities attracts government customers and business customers on the other side of the platform to continuously enter the platform.At this point,the social service platform model of Jindai culture is formed.Based on the analysis of the operation mechanism of the domestic public service socialization platform model,combined with the platform model practice of Jindai culture,this paper analyzes the evolution process and operation mechanism of its platform model,and draws a platform suitable for the socialization of domestic public services.Provide reference innovations for the business model of domestic social organizations.Firstly,through the literature research on platform business model and business model innovation,it is clear that platform business model innovation is based on the innovation of business model components,laying the foundation for the theoretical construction of platform business model innovation.Secondly,based on the analysis of the status quo and characteristics of the domestic social enterprise business model,combined with the nine-element model of the business model,the nine-element model hypothesis applicable to the public service socialization platform model is constructed.Thirdly,use the public service socialization practice of Jindai culture as an example,based on the evolution process of the platform model,analyzed the platform model operation mechanism and innovation path and verified the model hypothesis.Finally,compared and analyzed the business models of unilateral and multilateral social enterprises at home and abroad.The operating mechanism of the platform model has prospected the development trend of domestic public service socialization. |
