General Secretary Xi Jinping attached great importance to cultural construction and put forward the goal of building a strong nation of socialist cultural.Major social contradictions in China have been transformed and people's spiritual and cultural needs have been growing.With the development of information technology in the new era,"Internet +" has become an opportunity to innovate and develop for various trades and industries.Public cultural services are gradually integrated with network digitalization to meet the people's spiritual and cultural needs in the digital era.Public digital cultural services rely on technology to integrate cultural information resources.Public digital cultural services provide multi-channel,high-level and comprehensive cultural services for the people,and provide new ideas for solving the bottleneck of the current development of public cultural services.Constructing a standard,discriminating responsibility and orderly participation system of public digital cultural services,strengthening the responsibility system,resource system,standard system and participation system,will realize the innovative supply of public cultural services.Based on the improvement of public digital cultural service system,this paper aims to provide countermeasures and suggestions for promoting the modernization of China's cultural governance.This paper explains the related concepts of public digital cultural service system.Based on the theory of new public service and digital governance,this paper explores the construction process of public digital cultural service,and expounds the construction concept of adapting to the level of social and economic development,focusing on cultural benefits to the people and aiming at opening and sharing.By studying the current situation of Changsha's public digital cultural service system,this paper finds that there are some characteristics in the process of its construction,such as the integration of digital services,the characteristics of digital service content,the intellectualization of digital service facilities and the linkage of digital service activities.There are some problems such as loose operation and management of the platform,lack of dual-skilled technical personnel,low sharing of construction results and low utilization of platform services.This paper also explores the governance mode of public digital cultural services in other areas,and extracts the experience of adhering to the concept of human-oriented service,innovating the form of digital services,focusing on the construction of service platforms and emphasizing the training of professionals.Finally,the paper puts forward some countermeasures and suggestions for the construction of public digital cultural services,such as optimizing the governance objectives and structure,consolidating the basic resources system,perfecting the institutional norm system,perfecting the system of social participation,innovating the service and propaganda methods.
