Study Of Zhejiang Provincial Training Corps From 1940 To 1949

By using the relevant local archives of Zhejiang Province and the newspapers and magazines related to the cadre training corps at that time,this thesis aims to sort out the basic historical facts such as the establishment,construction and training of the local administrative cadre training corps in Zhejiang from 1940 to 1949.On this basis,we try to analyze the factional struggles around the cadre training group led to a glimpse of the political ecology at the time and the reasons why the Kuomintang failed on the mainland.Under the request of the central government,the Zhejiang Provincial Training Corps was implemented to improve the quality of administrative staffs,strengthen the grassroots rule and establish the personnel system,which is closely related to the political ecology of the faction in Zhejiang Province.During the nine years of the training corps’s existence,its organizational structure has not changed much overall,but its core department has been constantly adjusting to refine its functions in order to meet the needs of wartime.Although affected by the war,the corps site and staffing were not stable,a high-quality faculty team was established.A total of 28 training sessions were held and more than 7,000 qualified cadres were trained.The trainees were mainly in-service executives,and recruited in two modes:Diaoxun and Zhaoxun.However,the local governors and trainees disobeyed the training,which had a negative impact on the training effect.Trainers carried out Trinity training with course teaching,military training and discipline training.After the training,Zhejiang Provincial Training Corps would also evaluate and select qualified trainees.However,because the standards were not scientific,many trainees would be unemployed after training.Although the corps carried out a series of post-training services to try to solve the problem of unemployment of the students,most of them failed to implement.The training of the Zhejiang Provincial Training Corps changed the students’ living habits,boosted the participants’ confidence in the war,and improved the actual administrative ability of the students.However,on the other hand,the Corps adopted strict ideological control and always had a hostile attitude towards the Chinese Communist Party,which interfered with the normal training process.At the same time,due to the weakening of the Kuomintang’s authoritarian rule and the fierce factional struggle in Zhejiang Province,government failed to establish a personnel system through the training corps.
