Persons in charge of every rank, whose duties were clear and definite, managed this huge system of buildup together.The ex-period operation of the training regiment in Hebei Province: According to the actual situation at that time ,Republic government in Hebei Province, selected the cadre of all levels in province, city, country;And recruited the excellent youths who were not on duty. Training contents included the professional training ,educational training, military management training and so on .The trainee not only have to accept strict training and selection when they entered the school, but also strict instructions and examinations during the training time.The degeneration of the training regiment in Hebei Province: At the end of 1947,from the ninth period training ,it entered the later period training work. It changed its substance. National government in Hebei Province abandoned the original work which planned to train the administrative talents in the draft. They turned to establish the self-rescue pioneer, enlarged the content of civil organized training and so on. They gradually fighted for the masses armed power and regarded saving the failed war situation as the center of political work. .The training regiment in Hebei Province changed its substance into the political and military tool with which national government brought up the cadre for the demand of launching the civil war.The failure of the regiment in Hebei Province : Its degeneration of later training turned out to be failure. It made the very beginning training differ from the later one. It even disobeyed the people's will. And it caused many problems and increased new antimony in training work in all the aspects. Itfaced the greater problems before its changing substance and after . The purpose was also not to be realized. It proved the final failure.
