Research On Cadre Training In Yunnan Province During The Republic Of China (1928-1945)

The goal of cadre training is to improve the quality of public officials and to train and select public officials who meet the requirements。This paper uses the relevant archives of cadre training in Yunnan Province to sort out the development of cadre training in Yunnan Province from 1928 to 1945,and divides the cadre training in Yunnan Province into four phases in this order according to chronological order。 The period of the workshop,the period of the county chief training station,the period of the county administrative personnel training station,the period of the Yunnan local administrative cadre training group。On this basis,the article summarizes and analyzes the establishment background,training content and trained personnel of the training institutions in each period,and explores the political ecology and faction struggles in Yunnan Province reflected in the cadre training.Previous studies on the political system of Yunnan Province during the Republic of China period were mostly from the macro perspective,such as exploring the administrative ideas of Long Yun and the changes in the relationship between Yunnan and the KMT Central Committee.From a micro level,this article explores the role of cadre training in improving the quality of grassroots cadres and improving the efficiency of local administration in the Yunnan Province,and its impact on the implementation of Yunnan ’s local autonomy and the development of new county governance.This angle of cadre training explores the development and changes of the cadre system in Yunnan Province.This article is the first to conduct a systematic study of cadre training in Yunnan Province,from the aspects of the purpose of cadre training in Yunnan Province,the goals of training,the choice of training objects and teaching teachers,the setting of courses,the management of students,the assessment of post-training,etc A comprehensive inspection,and a longitudinal comparison of different training institutions in chronological order,in order to have a complete understanding of the training of cadres in Yunnan Province.In terms of the use of data,in addition to sorting out the previous research results,try to excavate the archives historical data,and collect and organizeas much as possible the information about the training of cadres in Yunnan Province in the Yunnan Provincial Archives,such as the Yunnan Provincial Archives The "Organization Regulations of Yunnan Province Administrative Cadres Training Corps" from 1941 to 1942,"The Topics and Programs of the First Group Discussion of Yunnan Provincial Training Corps and Presented by Yunnan Provincial Civil Affairs Department",and "The First Phase of Civil Affairs Team Training of Yunnan Provincial Training Corps" "Archive","Yunnan Provincial Training Corps’ first phase of civil affairs team training plan" and other archives,provided a lot of first-hand information for the compilation of this article.
