As an emerging industry and a sunrise industry in the current era,the cultural industry plays an increasingly important role in the context of the current high-quality economic development. The cultural industry has developed rapidly and has become one of the industries with the fastest growth, the most abundant forms and most dynamic during supply-side structural reform. At present, the cultural industry and the national economy departments such as information, tourism, sports, and education are infiltrating and integrating, forming a huge industrial chain and increasingly relevant industrial cluster with cultural content as the link.It can be seen that the cultural industry continues to enhance the intrinsic value, brand, informatization and intensification of traditional industries, and plays an increasingly important role in promoting economic development and optimizing economic structure.Innovation is a constant theme that we pay attention to from the beginning, and is one of the current five development concepts. However,it is obvious that the level of cultural industry development varies greatly across provinces across the country,as is the level of innovation. This paper takes the six central provinces as the research object, measures the innovation efficiency of cultural industries in the six central provinces, and explore the differences of cultural industry innovation ability among the six provinces. On this basis, analyzing the factors affecting the cultural industry innovation and whether there is spatial spillover in the innovation efficiency of neighboring provinces,in order to explore ways to improve the cultural industry innovation ability of the six central provinces.First of all, this paper starts from the overall development of cultural industries in the six central provinces, and roughly grasps the overall development status of the six provinces from the two aspects of the total value added of culture and related industries and the overall situation of cultural and entertainment consumption. Then,it analyzes the development of cultural industries in each province from the development scale, development speed and entertainment consumption expenditure of the six provinces in the central region.Secondly, this paper divides the innovation of cultural industry into two stages of technological innovation and product innovation from the perspective of innovation process, and constructs the evaluation index system of cultural industry innovation efficiency according to the connotation of each stage.Because of the particularity of the method used, the Stochastic Frontier Approach and Data Envelopment Analysisare used to measure the innovation efficiency of the cultural industry after the principal component analysis used in indicators simplified. If only the efficiency value is used to judge the province's innovation ability,it is found that Anhui,Henan and Hunan provinces perform well. Finally, under the premise of the innovation efficiency of cultural industry measured by data envelopment analysis, the Spatial Dubin Model is constructed from the aspects of economic development, scientific and technological informationization level, cultural industry demand level and regional openness to analyze factors influencing the cultural industry innovation efficiency at each stage, and simply judge the spatial spillover of cultural industry innovation efficiency. At last, through the empirical analysis of spatial measurement,it is found that the innovation efficiency of "scientific and technological innovation" and "product innovation" affect each other;and the efficiency of the "scientific and technological innovation" stage is mainly affected by regional GDP and per capita postal electricity, the efficiency of the "product innovation" stage is mainly affected by the per capita consumption of cultural consumption of the residents, and the overall innovation process is affected by the regional GDP,the per capita consumption of cultural and entertainment consumption by the residents, and the total import and export of goods as a percentage of GDP.The results show that:(1)The innovation output of science and technology innovation stage in Anhui Province is too small compared to input, and the output is insufficient.(2)The innovation efficiency values of the six central provinces in the "scientific and technological innovation" stage are higher than the "product innovation" stage.(3)The pure technical efficiency and scale efficiency of the six central provinces are relatively higher in the "product innovation" stage and the overall innovation process of the cultural industry.(4)There is a significant reverse spatial spillover relationship between the cultural innovation efficiency of the six central provinces.
