Research On The Basic Public Cultural Services Of Township Government

With the rapid development of the social economy,China's planned economy has gradually shifted to the market economy,and the problem of rural public cultural services has become one of the topics that residents care about.To realize the goal of equal services,creating civilized demonstration villages,meet the demands of rural residents,the response sent to the countryside culture,joy into the peasant's call,to strengthen the construction of rural culture service is imperative.Therefore,it is an important task to study the public cultural services of township government,which is of great significance to its cultural development.As the lowest level in the chain of rights,township government serves as one of the service subjects and has the function of improving service supply efficiency.By the relevant papers and documents found rural culture construction in China is relatively lagging,not only in the aspect of system such as insufficient investment on total,the weight light,organizational industry sectors,redundant construction,waste of limited,segmentation evaluation on heavy form light effect,etc,and in practice,the function overlapping,tube do not divide and conflicting policies from different departments,and not enough coordination between departments,collaborative construction phenomenon occurs frequently,and basic public cultural construction in China lags behind,the service efficiency is not high.So in order to solve the problems of the system,cultural team,make the healthy development of public cultural services,based on the practice,but behavior purpose,in the new public management theory,the polycentric governance theory,new public service theory on the basis of feasibility analysis,through combing the national policy evolution,understand Feng Zhuang township profile of public cultural services,based on the existing practice,actual needs as the breakthrough point,with numerous people to discuss GaiXiang at the cognitive level,system level,management level and actual problems of the technique level,the view of analyzing the disadvantage of the township government in the government value rational,dislocation of government functions and public service,operation mechanism is not scientific,technical backwardness caused problem,thenbased on this,advances the value rational reconstruction,reform of administrative system,improve the service management mechanism,method and technology innovation countermeasure.It is hoped that this paper can be used for reference in future research.
