Research On The Basic Public Cultural Services Of YS Town Government In Chongqing From The Perspective Of Demand

A detailed investigation of the needs of the basic public cultural services of the townships is the prerequisite for the protection of the cultural rights of the townships.Based on the theory of new public service and cultural rights,this research using questionnaires,case analysis and literature analysis do a demand analysis on the basic public cultural services provided by the YS town government.The following conclusions can be drawn: The infrastructure of basic public cultural services is biased towards the needs of cultural publicity columns,sports fitness equipment,sports fitness places,listening to radio,watching TV,the elderly activity center and children's activity center;Reading classes tend to be in need of legal,health and health books;The newspaper content tend to have more need of fire disaster reduction,health care,disease prevention knowledge,town(Village)public affairs,family security knowledge,Yangshi livelihood news;Cultural activities tend to need a comparison of Three Gorges culture,poetry Village(community),orange culture festival,featured dance drama,drum,acrobatics,magic,comic,comedy shows,cooking competition,embroidery,cross stitch competitions,sports competitions,art competitions,square dance,Taijiquan guidance,labor skills contest and festival activities;In terms of education and training and lectures on public welfare,we prefer to have children's educational knowledge,legal knowledge,health knowledge,agricultural technology knowledge and basic culture knowledge;On the service staff,the comprehensive cultural station,the management staff of the farm book house and the staff of the activities are all needed.Yangshi town government in the supply of basic public cultural services are still a problem: first,infrastructure construction is still not perfect,to be more specific,there are a serious shortage on the fitness equipment,children's activity center and senior center.The cultural stations of Township,farm house,movie hall,exhibition hall is not open enough,and broadcast coverage of cultural propaganda bar is less;second,The government pay more attention to the number of reading books,lacking analysis on the needs of the residents,which leads to imbalance between supply and demand;Third,The cultural activities carried out a few times.The form of activities is also single,lacking innovation;the fourth is the lack of public education and training;In addition,the cultural staff is still shortage.To solve the above problem is an effective way to enhance the government's ability,the author thinks:governments should actively apply for financial transfer payment,improve infrastructure construction;besides,To cultivate cultural rights consciousness,improving the expression mechanism of demand;what's more,To build a service-oriented government,and actively carry out cultural activities;finally,It is also necessary to strengthen the construction of cultural talents and actively carry out education and training.
