Since the establishment of the government of the Republic of China in Nanjing,many laws and regulations have been promulgated to rectify the existing relief agencies of the people,and a standardized official almshouse has been established in all counties and cities to actively promote social relief and promote the people's livelihood.As an important institution for implementing relief and security during the period of the Republic of China,the relief academies can reflect the important ideas and concepts of government social security during the period of the Republic of China,and their relief scope,relief procedures,and relief measures,and the development of relief activities are conducive to social stability and new development.The addition of government functions is of great significance.However,for the almshouse,the amount of funds directly affects the level of relief efficiency and the quality of relief performance.After the establishment of the Baoding alms house,the method of revenue collection for each institute was still based on rent,interest,government subsidies,and charitable donations.The reorganization of the relief agencies did not bring much improvement in the way the funds were received.Although the alms house faced some problems such as the rent arrears of the tenants during the subsequent operation,the fund was arbitrarily transferred by the government,and even the income-reducing revenue channel was cut off.However,it still relied on the rent of Jishan Shopping Mall to maintain its operation.However,as Jishan shopping mall was burned,the long-standing financial contradiction in Baoding Almshouse was radically intensified,which directly led to the deterioration of the income of the almshouse.At the same time,because the funds management methods and management institutions within the almshouse are not perfect,the government tries to strengthen the management and influence of the almshouses through financial control,which weakens the enthusiasm of local gentry forces in participating in the affairs of the almshouse.Due to the local economic downturn and sluggish business,the gentry has no intention to participate in the management of the almshouse.Although the government has strengthened its own strength,it has limited funding for the almshouse.Therefore,after the establishment of the Baoding alms house,it was strongly guaranteed by the state power,but it also lost the financial support of many local forces.In addition,the turmoil in the domestic situation,the incomplete supervision system,and the continuous decline in the political status of Baoding have indirectly increased the financial crisis of the almshouses.In order to maintain the normal development of the relief business,the Baoding alms house also made efforts and tried to use the authority of the government to resolve the factors that caused the reduction of funds and achieved some results.However,with the continuous expansion of social relief needs and the continued reduction in the income of the almshouses,the financial situation of Baoding Almshouse is still in a difficult situation of making ends meet.
