During the period of the Republic of China,China's education developed rapidly,but it also faced many difficulties,one of which was the lack of funds for education.The Regulations on the Encouragement of Donation and Promotion of Learning have achieved certain results,which have a far-reaching impact on the development of modern Chinese education.This paper is divided into three parts: introduction,text and conclusion.The introduction part mainly includes the selected topic basis and the present domestic and foreign research situation and so on.The text is divided into four parts:The first part is about the background,historical evolution and basic types of "The Regulations on the Encouragement of Donation and Promotion of Learning".The causes of the promulgation of the regulations are similar to those of running schools in the late Qing Dynasty,and are due to the lack of funds.Therefore,after the founding of the Republic of China,regulations were promulgated to encourage donations.The second part is the contents of “The Regulations on the Encouragement of Donation and Promotion of Learning”.They are objects of praise,forms of commendation and procedures of commendation,etc.The object of praise is divided into individual and group commendations.There are three ways of commendation:one is the medal of gold and silver;one is the praise offered by provincial government or the central government;Another is the praise in the form of inscribed board.According to the differences of donor population and regions,the central government has formed three management organizations,namely the Ministry of Education,the overseas Chinese Committee and the Mongol Tibetan Committee.The third part is about the characteristics of the "The Regulations on the Encouragement of Donation and Promotion of Learning".The regulations set up corresponding organs according to the donors,showing the characteristics of the broad range of donors and the large number of commendations.The criteria forawards awarded by the government are detailed and clear to meet the needs of social development and change.The fourth part is the effectiveness of “The Regulations on the Encouragement of Donation and Promotion of Learning”,that is,the statistics of the amount of donations,including the statistics of the central and local governments.According to the Yearbook of Education compiled during the Republic of China,the amount of donations from all walks of life continues to grow from 1912 to 1949,except in the early years of the Sino-Japanese War.
