As the improving of the material living standards,people's spiritual and cultural needs also become increasingly strong.The traditional government-oriented public cultural service supply model is relatively behind,it's important to make social forces participate in this field,let the formation of the government and society "two legs" walk to meet people's multi-level,diversified and various cultural needs.The government purchase of public cultural service from social forces is a major innovation of public cultural service supply model,and also under the background of the reform of institutions and institutions,the concept of the supply of public cultural products and services has been changed in accordance with the trend of market development.As one of the special economic zones,the cultural resources of Xiamen are very rich and can be developed and utilizated,they provide the conditions for the social foeces to enter the field of public cultural sercice,the public cultural sector of Xiamen has also accumulated a certain amount of practical experience.This article will explain the theoretical basis of providing public cultural services in the form of purchases,and also analyse the practice of purchasing public cultural service from social forces of Xiamen,summarize the current situation of social forces participating in the supply of public cultural services,find out the problems and deficiencies of the government departments in the process of purchasing public cultural services,and analyse the reasons from the aspects of the purchase contract,the information acquisition,the competition mechanism and the supervision and restriction mechanism.Finally,put forward some countermeasures and suggestions from three aspects of the construction and improvement of the government's own capabilities,cultivation and support of the nongovernmental social forces,construction and perfection of the external purchasing environment,so as to optimize the government purchase of public cultural and promote the effective supply of public cultural services.
