Study On The Optimization Of Health Poverty Alleviation Path In Shanxi Province

During the key period of building a well-off society in an all-round way,in order to solve the problems of "poverty caused by illness" and "returning to poverty due to illness",the state put forward the plan of "healthy poverty alleviation" and became one of the seven major measures to help the poor.As an important battlefield to fight poverty alleviation,Shanxi has been actively implementing the policy of poverty alleviation.At present,it has achieved good results,steadily improved the service level of primary medical institutions,and ensured the poor people to enjoy basic medical and health services.However,in the concrete implementation of the policy,some problems also appear gradually,which seriously hinder the process of health poverty alleviation and affect the effect of policy implementation.Based on this,the author begins to study the optimal path of health poverty alleviation in Shanxi Province.On the basis of the research on poverty,the relationship between poverty and health,and health poverty alleviation,this paper holds that it is of great significance to alleviate the phenomenon of poverty caused by disease and return to poverty because of disease in China.Health poverty alleviation must be regarded as the key task to fight poverty and assume the responsibility of providing medical services to the poor.In order to understand the specific implementation of health poverty alleviation in detail,the author selected Pinglu County,Yuncheng City,Shanxi Province,as the investigation object,and adopted the combination of structured questionnaire and non-structural interview,from the implementation of health poverty alleviation policy in Pinglu County.The effect of implementation,as well as the subjective and objective effects of poverty alleviation are analyzed..It is found that with the continuous implementation and implementation of the health poverty alleviation policy,the medical resources of poverty-stricken villages in Pinglu County have been expanded,the level of medical services has been steadily improved,and the satisfaction of medical services has been greatly increased.At the same time,the poor people gradually began to pay attention to their own health problems,the awareness of health increased obviously,due to disease led to poverty,the phenomenon of returning to poverty due to disease has been alleviated.During the interview and investigation,the author also found the following problems existed in the implementation of the health poverty alleviation policy:deviation in object identification,insufficient fund raising,lack of medical resources,poor communication between the main bodies,and emphasis on treatment and light prevention,etc.On the basis of in-depth analysis of the root causes of the problems,this paper puts forward optimization measures from the five paths of accurate identification,fund raising,medical security,management mechanism and mode innovation,which can help the effective implementation of health poverty alleviation policies in poor areas of Shanxi Province.
