Research On Risk Management Of Xianghu Integrated Medieal Care Project In Nanchang Under PPP Mode

With the development of China’s social population aging,the pension industry,pension finance,and silver economy have become hot issues of livelihood in the current market.China’s old-age care mode will gradually develop from the traditional family-based care mode to the community-based care and institutional care mode."Medical support and intelligent care" will become the future development trend.As more and more social capital is invested in the combination of medical care and maintenance projects,the combination of medical care and maintenance projects under PPP mode has gradually received social attention.However,compared with other projects,the project of combining medical care with PPP for the aged still has many problems,such as large initial capital demand,long payback period of investment,and more stakeholders.At the same time,the current domestic research on PPP model project risk management is mainly used in the fields of water conservancy,transportation,railway and other infrastructure,and the research on pension project risk management is still rare,especially in the field of PPP project risk management.Therefore,this paper selects this typical medical and nursing PPP model project as an example,referring to domestic and foreign risk research theories,and using qualitative and quantitative analysis methods such as WBS analysis,AHP analytic method,and Delphi method to conduct risk management research on the project.Compared with the general elderly care project,Nanchang Xianghu elderly care center project has unique medical resources and demand advantages.The First Affiliated Hospital of Nanchang University will give priority to the project in terms of the sources of elderly care needs within the scope of cooperation period,and set up green channels for medical treatment to support the project.The hospital can also provide technical support and management for the maintenance center In order to achieve the goal of combination of medical treatment and nursing,the methods of management training and so on.Therefore,this paper chooses this typical PPP model project as an example to study the risk management of each stage of the project.The basic structure of the paper is divided into seven chapters.The first chapter is the introduction,which mainly introduces the research background and significance of the paper,summarizes the relevant domestic and foreign research reviews,and further proposes the research content,ideas and methods of this paper;the second chapter discusses the concept and theoretical basis of medical care project,PPP model,risk management;the third chapter introduces the basic situation of Nanchang Xianghu elderly care center project,mainly including the background,basic situation,main economic and technical indicators,etc;the fourth chapter uses WBS analysis method to analyze the risk of each stage of the project qualitatively,and identifies the risk factors in financing stage,design stage,construction stage,operation stage and transfer stage.In chapter five,AHP is used to evaluate the risk of each stage of the project.The risk order of the five stages is: design stage,operation stage,financing stage,construction stage and transfer stage.In chapter six,combined with the risk sharing principle of PPP project,the author puts forward the countermeasures and risk prevention suggestions for the risks existing in each stage of the project;in chapter seven,the author summarizes the research situation,points out the innovation advantages and the inadequacies of the research,and tries to put forward the prospect for the further research in the future.
