Research On The Key Influencing Factors And Countermeasures Of The Success Of The PPP Project Combining Medical Care And Elderly Care

With the continuous improvement of the aging degree of the population,the pension problem of our people is becoming more and more serious.The combination of medical care and elderly care is a new type of elderly care model that can effectively solve the problem of elderly care in my country.The introduction of the PPP projects combining medical care and elderly care is conducive to solving the problems of shortage of funds and low public trust.However,in the actual implementation process,it is often affected by various constraints and influences of various factors.At present,the Chinese government and enterprises still lack the management experience of PPP projects,and many PPP projects combining medical care and elderly care have failed due to the difficulties in the implementation process.Therefore,in order to promote the success of PPP projects combining medical care and elderly care,it is very important to identify key influencing factors,analyze their specific impacts and control measures.Through literature review,case analysis,expert interviews,etc.,this paper identifies 28 influencing factors of PPP projects combining medical care and elderly care,and divides them into partnership factors,external environmental factors of the project,strength factors of both public and private parties,and investment returns of the project.Factors,construction and operation factors of the project have five dimensions,and put forward theoretical assumptions and establish a hypothesis model;use the questionnaire survey method to obtain relevant data,use SPSS23.0 for descriptive statistical analysis and reliability analysis,and combine AMOS24.0 for structural equation construction.Model,analyze and process the above identified influencing factors and collected data,explore the interaction between various latent variables,identify key influencing factors.Through empirical analysis,this paper verifies that five variables,including the partnership factor,the external environment factor of the project,the strength factor of both public and private parties,the investment income factor of the project,and the construction and operation factor of the project,all have significant effects on the success of PPP project combining medical care with elderly care.It has a positive impact,and analyzed the action paths between various latent variables,and determined a reasonable risk sharing mechanism,perfect supervision and management,professional operation and management capabilities,government credit and commitment,incentive mechanism,and public procurement procedures through calculation.Transparency,franchise rights,strong financing capacity and professional level of medical services are 9 key factors that are closely related to the success of PPP projects combining medical care and elderly care,and the specific impact of key factors is analyzed.Finally,in order to ensure the success of the PPP project combining medical care and elderly care,targeted countermeasures and suggestions are put forward.
