In the current new era,in order to meet people's demand for high-quality health services,the medical quality and service level of medical personnel must be continuously improved.Medical staff is the primary resource and the core competitiveness of the development of the hospital.Improving talent incentive,realizing the optimal allocation of human resources,and maximizing the role of medical personnel constitute an important subject for the reform and development of public hospitals.The article takes the Second People's Hospital of T City as a case study.On the basis of fully understanding the personnel incenting-relevant main factors,this article uses humanistic needs theory,two-factor theory,fairness theory and comprehensive incentive model as theoretical basis,using questionnaire survey method and statistical analysis of data.This article comprehensively understands the demands on salary management,performance appraisal,position promotion and business training,evaluates the employee satisfaction of the hospital's talent incentive,and determines the role of the talent incentive.The study found that the talent incentive of the Second People's Hospital of T City exhibits obvious problems,including flawed salary system,superficial performance evaluation,ineffective job incentives,and insufficient career development incentives.In addition to the limited conditions of the hospital,another major cause for the deficiencies lies in the special nature of public hospitals,which restricts the effectiveness of talent incentives.In addition,the hospital's emphasis on management rather than development,single salary system,and insufficient use of negative incentives are also the reasons.The problems of talent encouragement in the Second People's Hospital of T City are also common problems in public hospitals.In order to improve the effect of the talent incentive in public hospitals,it is necessary to explore and improve the characteristics of public hospital talent incentive strategy.To this end,it is necessary to determine the focus of talent incentives in public hospitals and make good use of the good reputation of ‘public hospitals';it is necessary to further improve the salary and welfare system;improve the performance evaluation;establish a job-oriented talent incentive;It is also indispensable to comprehensively adopt multiple incentives such as salary incentives,position incentives,training incentives,and emotional incentives to build an incentive that meets human resource development theory,matches the characteristics of medical personnel positions,and meets the needs of medical personnel,thereby improving the incentive effect of medical personnel.
