| With the successive introduction of relevant opinions and documents of the new round of medical reform in the country,it marks that China’s medical and health system reform has entered a new stage.Under the guidance of Xi Jinping’s socialist ideology with Chinese characteristics in the new era,in order to fully implement the spirit of the 19 th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the Nineteenth Central Committee,the state has proposed a strategy for implementing a healthy China.Especially in the recent battle of the new crown virus,the state recruited a large number of medical personnel from public hospitals to go to Wuhan to stop the epidemic in a short period of time,fully exerting the superiority of public ownership as the main body,highlighting the role of public hospitals in emergency management.As the backbone of China’s medical and health system,public hospitals’ reform is related to many aspects of China’s public health services,residents’ health and medical and health services.The reform of public hospitals lies in the development and innovation of the existing system,especially the optimization of the personnel incentive mechanism directly related to the enthusiasm of employees,and it is also related to the success or failure of public hospital reform.The thesis selected the problems and countermeasures for the incentive mechanism of Q hospital medical staff under the background of the new medical reform and the new coronavirus epidemic.It expounded the concepts of public hospitals,medical staff,new background and incentive mechanism,and analyzes the characteristics,current status and requirements of the incentive mechanism of medical staff in public hospitals under the new background.Using methods such as literature research,case studies and field research,Through the investigation and interview of the samples was taken.Research was from different levels,different age,different education level of medical staff in Q hospital to the current performance appraisal system,incentives recognition and incentivemechanism of satisfaction.Analyzed the existing problems in the incentive mechanism of Q hospital with the theories of content incentive,process incentive and behavior consequence incentive after collecting the results.It mainly included the following problems: the incentive assessment system became a mere formality,the incentive means were too single,and the incentive pertinence was not strong.The specific reasons were that managers payed too much attention to the role of salary incentive,did not understand clearly the incentive needs of medical staff and ignored the spiritual reward.Based on the investigation and analysis,three optimization principles were put forward,adhering to the principle of public welfare,the principle of equity and the principle of incentive on demand.The optimization direction of incentive mechanism was also put forward,including: taking measures precisely because of post,innovating incentive means constantly.The countermeasure was established from three aspects: the preparation of incentive mechanism optimization plan design,the design of incentive mechanism optimization plan,and the implementation guarantee of incentive mechanism optimization plan.It was hoped to provide reference for the human resource management of Q hospital,and also was provided ideas for the development of other public hospitals. |
