Breast cancer is the malignant tumor with the highest incidence rate among women in China and has become one of the biggest threats to women's health.The Party and the government have always been given significant attentions to women's health.In 2007,the Shanghai Municipal People's Congress passed the Shanghai Municipal Implementation Measures,which escalated the free breast cancer screening services into local regulation and incorporated the services into the scope of the government's administration policies for retired and indigent women.In order to find out the effect of screening policy for 11 years and facilitate the project in terms of the future sustainability,normalization and standardization.This paper selects the current status of breast cancer screening policy in X District of Shanghai as an entry point to elaborate the case-information database and report data to understand the implementation of the policy.Based on the policy process of monitoring model of William N.Dunn,the paper analyzes and evaluates various links of policy implementation.By means of questionnaires and case interviews,the factors affect the implementation of the policy were found out.The content of this paper is divided into six sections.The first section is the introduction.It expounds the significance and background of the thesis,introduces the current research circumstance in China and abroad,and states the research ideas and methods of this paper.The second section is the theoretical basis.The key concepts such as policy evaluation are defined as well as theoretical basis of this paper is introduced.The third section is breast cancer screening policy and implementation review.It sorts out the development process of the free breast cancer screening in X District,Shanghai.It also sorts out the implementation process of breast cancer screening policy and policy implementation.The fourth section,based on William N.Dunn's policy process monitoring model,analyzes and evaluates the policy implementation.Based on the results of questionnaires and interviews,analyzes the influencing factors of policy implementation.The fifth section and sixth section,with reference of domestic and foreign relevant policies and expert consultation results,gives suggestions and opinions for optimizing the implementation of policies.The study shows that the screening policy has played a positive role in increasing the screening rate and detection rate of breast cancer among retired and indigent women.It also enhanced women's awareness of their personal health.However,there are still some problems remained such as the inadequacy of information platforms,the insufficient training of medical personnel and inconsistent quality of screening services that have been provided.Through the references of domestic and abroad relevant policies,expert consultation and other methods,this study proposed to expand the scope of screening targets and services to achieve policy goals.By optimizing the procedure and process of project management to improve the satisfaction of participating women.We will increase government subsidies to improve the interest-oriented mechanism;improve operational capacity by enhancing personnel training program;improve post-screening services in order to enhance the results;re-engineer information system of operation platform to facilitate policy implementation and other recommendations.Then hopes to provide some reference for the development of women's public health projects in other regions in Shanghai and in China.
