In China,the morbidity of breast cancer and cervical cancer among women(hereinafter referred to as "two cancers")rank first and sixth in all kinds of malignant tumors respectively,and the mortality rate both rank top ten among all cancers.Early detection of "two cancers" can be achieved through regular screening,and the survival rate and cure rate of patients can be improved.Since 2009,China has included “two cancer” screening in major national health service programs,benefiting millions of women.The implementation of the "two cancers" screening policy is of great significance to improve the health level of Chinese women,especially to the women in rural place and in poor.Taking the screening of "two cancers" in A district of Chongqing as an example,this paper analyzes the situation and factors that affect the successful implementation of the screening policy and cause the policy implementation hindrance in the implementation procedure of the "two cancers" screening policy.In the part of introduction,the author describes the practical significance of "two-cancer" screening for women's health,summarizes the main research results of public policy implementation and "two-cancer" screening at home and abroad,and lists the research methods and framework of this paper.Chapter one clarifies the theoretical basis of this research,namely,Smith's policy execution model and related theories of policy implementation hindrance analysis,and then introduces related concepts of public policy and policy implementation hindrance.In chapter 2,the main manifestations of implementation hindrance in the screening of "two cancers" in area A are classified as selective policy implementation,symbolic implementation and expanded implementation,and the causes of policy implementation hindrance are analyzed from the perspective of behavior and system under the framework of Smith's "four factors".The third chapter puts forward countermeasures to eliminate the implementation hindrance of screening from the four dimensions of "two cancers" screening policy design,the implementation institution and the executive,the target group of "two cancers" screening,and the policy environment of screening.Finally,the author makes a prospect of "two cancers" screening and similar public health policies.
