Study On The Transformation Of The Functions Of The Municipal Health Supervision Department

Health supervision is an important part of the National Public Health System,and the full play of its functions is a favorable guarantee for the effective implementation of the Public health law and promoting the construction of a healthy China.Since 2000,China has gradually established a health supervision system covering both urban and rural areas,but due to the late start of health supervision work,the foundation is relatively weak,coupled with various complex problems highlighted by the economic transformation,especially in the face of new things and new business forms related to health,the level of health supervision needs to be improved urgently.The health supervision work in our country,especially in less developed areas,is facing great challenges.S City is one of the less developed prefectural-level cities in Shanxi Province.There are many difficulties in performing the functions of health supervision.How to effectively promote the work of health supervision,it is an important task for health supervision in s city to establish a professional and efficient supervision and law enforcement system.Taking the Health Supervision Institute of s city as an example,based on the theory of market failure and the theory of government supervision,this paper discusses the transformation process,present situation and existing problems of the health supervision function of the institute in detail by using the methods of literature research,Case Analysis and in-depth interview,and tries to provide suggestions for perfecting the health supervision function in underdeveloped areas.The existing research on government regulation function focuses on food safety,health care,ecological environment,real estate market,car-hailing and other new economic forms.The research of this paper expands the field of the existing government supervision function and details the research of the government supervision function.The study found that the S City Health Supervision Institute has adopted such measures as graded management of public places,implementing the supervision mode of "double random and one open",enriching law enforcement equipment,standardizing law enforcement standards,and strengthening law enforcement personnel training,the law enforcement functions in public health,occupational health,radiation health,school health and medical health have been gradually clarified.But in the function transformation,there are some problems,such as the weak supervision function of medical market,the poor link between higher and lower departments,and the low executive ability of law enforcement personnel.The reasons for this problem are,first of all,the difficulty in regulating the medical market,secondly,the overlapping of laws and regulations,and the easy loss of a unified basis for health supervision and law enforcement,and finally,the insufficiency of law enforcement personnel restricts the exertion of health supervision function in s city.Taking s city as an example,in order to further deepen the function of health supervision,we can start from the following five aspects: defining the functions of institutions,increasing the number of law enforcement teams,increasing financial support to provide financial guarantee for health supervision,standardizing the law enforcement procedures for health supervision and improving the public health emergency response mechanism.
