Research On The Interaction Between Three - Level Hospital And Community Health Service Under Government Supervision

Community health service is the inevitable requirement of medical health andsocial economic development, because of the continuous improvement of livingstandards and demands for health care services, which makes the development ofcommunity health service more and more urgent. At present, many problems andobstacles have emerged in the process of developing community health serviceindustry in our country, especially the deficiency of relevant governmentdepartments in overall framework for the development of community health service,as well as peoples rejection for the inadaptable policy making by basic health serviceinstitutions. Therefore, in order to establish a long-term developing mechanism toimprove the present situation of wasting medical resources in community healthservice, first-class hospitals should be encouraged and guided by government toparticipate in the development of community health service, and improve themedical service quality of community health service by taking the advantage ofresources.In the process of promoting appropriate technology to community healthservice institutions by Wuxi third peoples Hospital, the author analyzed the problemof the community health service combined with the existing theoretical results inacademic circles by using methods of literature analysis, comparative analysis,inductive research, questionnaire survey and etc. Then the solution of developingcommunity health service should be found based on the integration of successfulexperience in foreign countries and the special reality in China, that the medicalneeds of people could be met by the interaction of relevant governmentdepartments, first-class hospitals, community health service institutions and socialcircles. At last, detailed descriptions of the interaction program and some problemsthat may need attention in the process have been mentioned.The interaction between first-class hospitals and community health serviceinstitutions with the promotion of appropriate technology as the main contentcannot be avoided in improving community health service quality and providing satisfactory way of medical treatment for the masses, regardless of different modesof developing theories, and also will become the mainstream in future research for along time. In this process, the government is responsible for a series of leadingfunctions such as policy making, investment, coordination, intervention, assessmentand supervision, and to answer the question of how to construct the sustainablesystem, optimize the incentive mechanism, and nurture the enthusiasm of all sectorsin society to generalize the first treatment in the community by the flexibleapplication of various means, it will needs further study based on experienceaccumulation.
