The Role Of Government In The Development Of Municipal Community Health Service

As an important component of urban health work, community health service is the basic aspects on the way to realizing the goal of establishing a"health-for-all"primary health care system. Because community health service has strong public welfare, local governments should take up the guiding responsibility. After assembling foreign and Chinese bibliography, this paper analyses the features of demand and supply about community health service. The elasticity of supply is low which causes the suppliers lack enthusiasm to improve technical merit, lower cost and enhance service quality. Lower quality will drove the high-income group to big hospital. While the excess demand will emerge in the low-income group, such as they may ask for more prescription abnormally. The medical workers will meet their demand owing to the benefit.Based on the investigates community health Organizations of Hexi District,TianJin, this paper suggests that local government should give more control and institutional innovation to settle the problems between the demand and supply from access-withdrawal mechanism, competitive mechanism and enrollment rate,etc.
