Construction And Application Of Performance Evaluation Index System Of Drug Safety Supervision In Guangdong Based On AHP

The pharmaceutical industry has maintained a high development speed,and the government's regulatory policies and capabilities have not kept up with the speed,resulting in the emergence of abuses and problems.In addition,the emergence of new business forms such as Internet drug business,overseas purchasing agency,wechat business,cross-border ecommerce,etc.brought unprecedented challenges to drug safety supervision.As drugs not only has the property of general commodity,but also has particularity.Therefore,the development of the drug industry must not be allowed to be controlled by the market.The healthy development of the pharmaceutical industry is inseparable from the correct supervision and management of the government.So scientific construction of drug safety supervision performance evaluation is a sword to examine the formulation and implementation of inspection drug safety supervision policies.Drug safety supervision performance evaluation refers to the government(departments)as the evaluation object,input costs and make policies,then evaluate supervision result of policies which ensure the safety of drug production,sales,use and other links.Although the establishment of government performance management system has become an important part of government reform and national governance modernization,the Guangdong Provincial Government has not issued a set of systematic and perfect drug safety supervision performance evaluation index system yet.This paper expects to comprehensively evaluate the current situation of drug supervision by constructing the performance evaluation index system of drug safety supervision in Guangdong province,and to sum up the current problems of drug safety supervision and provide reference for the guangdong provincial government to make strategic adjustment of drug supervision and control.Finally,it can improve the efficiency of drug regulatory departments and improve the quality of public services,so as to achieve the ultimate goal of safe drug production,safe drug sales and safe drug use.In this paper,drug safety supervision in guangdong province is selected as the research object,and AHP is introduced to decompose factors related to drug safety supervision decision-making into three levels of target level,criterion level and scheme level to construct three-level performance evaluation indicators.Then,the index weight is determined by constructing judgment matrix,hierarchical single ranking,consistency test,hierarchical total ranking and other steps,and finally the performance evaluation index system of drug safety supervision in guangdong province is obtained.In this paper,I collected relevant data through a large number of observations and investigations,and adopted the method of quantitativeanalysis.The paper evaluated the performance of drug safety supervision in guangdong province in 2018,analyzed the existing problems in the supervision work,and finally put forward specific Suggestions to improve the performance of drug safety supervision in guangdong province.
