Objective:In order to objectively and impartially assess the overall performance of hospitals,understand the opportunities and challenges hospitals facing,improve hospital efficiency,enhance the hospital general competition ability;take a road of high-quality,high-efficiency,low consumption of sustainable development.This study design a comprehensive performance evaluation system,through syntheticly considering the actual situation in the hospital and starting from a more complete system and the more practical aspects and this system provide reference for hospital's self-evaluation and also provides reference index for the health administrative departments to evaluate and check hospitals.Methods:This study collects the performance benchmark data the one first level hospital in Urumqi for the past three years using a retrospective study,uses Delphi(CGE) and the comprehensive evaluation to determine the index system and the weights and then calculates the comprehensive scores according to the weights of three class and index value.All informations are used to found a database in Excel and proofreaded then calculated and mapped using the statistical software SPSS12.0.Results:1) The performance evaluation system for hospital is identified.The indicator system is divided into three classes,the first class has four indicators(effectiveness,efficiency,effectiveness,effectiveness);the second class has nine indicators(medical quality,innovation,efficiency of medical personnel structure,income,the cost of medical benefits,service quality,development potential);the third class has thirty-three indicators(basic nursing pass rate,the average number of articles published,and the average hospitalization day etc.).2)Composite scores showed that the hospital comprehensive performance scores in 2004-2006 decreased and the performance of four dimensions are the highest in 2005.Conclusions:This study showed that the evaluation index system is more reasonable and comprehensive.The calculation method is simple and easy to applied.Both performance of the different hospitals in the same period can be made a horizontal comparison and performance of one hospital in different periods can be made a vertical comparison.Therefore it has a strong operation,but it also need to be improved in the future practice.
