A Study On The Problems Of Health Poverty Alleviation In Yan'an

The report to the 19 th national congress of the communist party of China(CPC)pointed out that "A healthy population is a key mark of a prosperous nation and a strong country.We will improve the national health policy,and ensure the delivery of comprehensive lifecycle health services for our people." Health is an inevitable requirement for promoting the all-round development of human beings,a basic condition for economic and social development,an important prerequisite for securing a moderately prosperous society in all respects and building a great modern socialist country.It is also the common pursuit of the broad masses of the people.Affected by factors such as natural history,economic and social development,in some impoverished areas of China,the development of medical and health services is relatively lagging behind,and the capacity of medical and health services is obviously inadequate,and the health level of the people needs to be improved.Many farmers have fallen into poverty due to serious illness or huge medical expenses,which has seriously affected the process of getting rid of poverty and getting rich."Poverty due to illness" has also become a very common social phenomenon in rural areas.From 2017 to 2019,the proportion of poor households in Yan'an caused by illness to the number of poor households were 41.91%,42.11%,and 36.99%,respectively,the highest among all causes of poverty.Although Yan'an has achieved overall poverty alleviation in 2019,the poor households still suffer from the disease.The phenomenon of poverty and return to poverty caused by illness persists for a long time and will not disappear with the eradication of absolute poverty and the completion of the building of a moderately prosperous society in 2020.The health of the poor still needs attention.This paper explains and analyzes the basic conditions,policy content andimplementation status of health poverty alleviation in Yan'an.combined with some of the information learned through interviews,the study found that the health poverty alleviation in Yan'an still has problems such as the effects of individual policies and measures are not obvious,the basic service capacity is insufficient,the medical and health human resources are insufficient,and the participation of the poor is not high.In response to these problems,relevant suggestions were made from four aspects:scientifically formulating policies and measures,improving the utilization rate of grassroots resources,improving the health of the whole people,and strengthening the construction of talent teams.In order to further improve the work system,carry out the work in accordance with local conditions and the current conditions,and provide references for the next step of the work after the overall poverty alleviation,and provide experience for other regions.
