Research On Collusion Behavior Of Stakeholders In Drug Bidding And Purchasing

Objective: In recent years,China has continuously explored and improved the system of centralized bidding and procurement of medicines,which has restrained the occurrence of conspiracy corruption and abuse of power and responsibilities to a certain extent.However,there are still some problems that are difficult to cure,such as,some "expensive drugs" are difficult to pay,high-quality and low-price drugs are being maliciously competed,and some doctors use prescriptions to recover deductions,etc.Therefore,based on the current social background of the new medical reform,this article analyzes and researches the collusion behavior in the drug procurement and bidding process,explores effective measures to prevent collusion,and supporting the creation of a legal and orderly pharmaceutical distribution environment.Methods: First,on the basis of relevant literature review and theoretical overview,the stakeholders involved in the pharmaceutical bidding and procurement stage have been identified according to the time when the game participants entered the market,explore the interactive relationship between the parties,the attributes of power and interests,and the manifestation of collusion,and then analyze the inherent reasons and the mechanism of the collusion body choosing the collusion behavior.Then,by constructing a two-party and three-party dynamic evolution game model,the mixed collusion behaviors of the three main bodies of medical institutions,commercial companies,and drug manufacturing enterprises are studied under the role of drug regulatory authorities.Finally,use MATLAB software to simulate the experimental data to verify the scientificity and credibility of the results.Results: Through the solution and analysis of the two-party and threeparty evolutionary game model,find out the key factors that affect the collusion and the positive and inverse relationship between them,and by means of the reproduced dynamic phase diagram and dynamic evolution simulation diagram to show the steady evolution trend of the actors under different conditions.Conclusion: In order to evade the occurrence of collusion and protect the lives and health of citizens,this article puts forward the following suggestions: For the drug regulatory department,it is necessary to improve the regulatory system and improve the regulatory capacity;establish a monitoring platform and improve the integrity system;grasp the intensity of supervision and reasonable supervision costs;implement Procurement with quantity to ensure drug supply.For medical institutions,it is necessary to strengthen moral education and severely punish collusion;improve the compensation mechanism and adjust the evaluation standards;establish a linkage system and improve information disclosure.For pharmaceutical commercial companies,it is necessary to raise the entry threshold and improve the exit mechanism;fully implement the "two-vote system" to reduce false moisture;prohibit pharmacy custody and implement distribution tendering.For drug manufacturers,it is necessary to ensure the quality of drugs and to prevent malicious price reductions;establish a reputation mechanism and improve the standard of rewards and punishments.
