With the continuous improvement of the social security system,China's old-age care providers show a diversified development trend.At present,home-based old-age care has become the mainstream of China's old-age care model,and families,governments,and communities have become the main subjects of old-age care responsibilities.The report of the Nineteenth National Congress of the CPC pointed out that the uneven development of regional and urban-rural areas in China is outstanding,and whether there is an imbalance in the supply level of different pensioners remains to be investigated.At the same time,family functions are gradually weakening,the government`s old-age security is constantly improving,and community home-based elderly care services continue to develop.Has the government replaced families as an important factor in the health of the elderly? Has the community effectively improved the health of the elderly? In the past,most of the researches were to explore the effects of different elderly care provision on the health of the elderly,but failed to compare different elderly care subjects.First of all,based on the changing process of the elderly care providers in China,this article expounds the related research on the effects of different elderly care providers on the health of the elderly,analyzes the theory of welfare pluralism and establishes the research framework and assumptions.Secondly,with the help of confirmatory factor analysis,measure the supply level of different elderly care subjects and the health level of the elderly;establish a structural equation model to explore the impact of different elderly care subjects on the health of the elderly.Finally,it provides policy suggestions for improving the supply level of different elderly care subjects,and provides a reference for efficiently improving the health of the elderly.The results of the study found that: First,compared with households,the supply imbalance of government and community is more prominent.In terms of the level of household supply,the difference in the eastern,central and western regions is small,and the rural area is slightly higher than the urban area;in terms of the level of government supply,the western area is lower than the eastern and central areas,and the urban area is higher than the rural area;In terms of the level of community supply,the eastern,central and western regions showed a decreasing trend,and the urban area is higher than the rural area.Second,families,governments and communities can significantly improve the health of the elderly,but the degree of impact is different.In terms of physiological health,the influence of the family,community and government on the physical health of the elderly is decreasing.Foreach elderly care provider,the supply level of each unit increases,and the physical health of the elderly increases by 0.162,0.084,and 0.074 units,respectively.Areas with poor physical health should give priority to improving the supply of families.In terms of mental health,the influence of the government,families and communities on the mental health of the elderly is declining.For each providers,the supply level of each unit increases,and the mental health of the elderly increases by 0.231,0.194,0.096 units.Areas with poor mental health should give priority to increasing government supply.Based on this,relevant policy recommendations are proposed: family-based,encouraging family members to provide life care;government-led,reasonable adjustment of pension security treatment level;community-based supplement,priority development of care and emotional services;based on regional differences,efficient improvement physical and mental health of the elderly.
