With the continuous development of China's medical and health industry,hospitals are evolving from a traditional single,empirical management to a modern scientific and systematic management.In the "Deepening the Tasks of Deepening the Reform of the Medical and Health System in 2019",the General Office of the State Council emphasized the continuous deepening of comprehensive reforms of hospital and establish a national hospital performance evaluation system.How to strengthen the internal management of the hospital,enhance the core competitiveness,and achieve sustainable and stable development has become an urgent problem for hospital managers.This paper summarizes the relevant literature at home and abroad,clarifies the meaning of performance and performance appraisal,and elaborates the theory of the balanced score card.At the same time,this paper takes the clinical department of H hospital as an example to design and study the performance appraisal system,analyzes the current situation of performance appraisal of clinical departments of H hospital and the feasibility of implementing the balanced score card in clinical departments of H hospital,and then designs specific performance appraisal indicators from the core levels of finance,patients,internal processes and learning and growth,and determine their rationality,corresponding indicator weights,and scoring standards through expert consultation.Finally,the key departments are selected for evaluation and analysis,and the specific implementation guarantee is described.Through the overall analysis,it is known that there are many problems in the performance appraisal of the clinical departments of the H Hospital,such as taking economic benefits as the main consideration,neglecting social benefits,unscientific appraisal indicators and lack of effective communication in the process of performance appraisal.In order to make the hospital more stable and long-term development,it is urgent to form a scientific and effective performance appraisal system.In order to ensure the sustainable and stable development of the hospital,a set of performance appraisal system is designed based on the balanced score card to clarify each indicator and the corresponding weight distribution,and the shortcomings of H hospital in the process of achieving the strategic development goals were revised and improved in time.
