China has continuously promoted the reform of the medical and health system,and put forward stricter requirements for the evaluation index system of the comprehensive reform effect of public hospitals.At present,the reform of public hospitals in our country has entered the deep water area.It an important problem that need to be solved urgently is how to judge and evaluate the social effect of the reform of public hospitals and the service quality,efficiency and economic operation of hospitals.In the first part of this paper,it shows the Notice on the Key Work of Deepening the Reform of Medical and Health System issued by the State Council from 2013 to 2015,which clearly pointed out the shortcomings of the current evaluation system of medical reform in public hospitals.It requires all levels of units to strengthen the evaluation index of medical reform in public hospitals and to deepen the pace of medical reform in public hospitals.In the second part it elaborates the concepts and relationships of performance appraisal and performance management.Then it focuses on the theory of performance management at home and abroad.Then it introduces the relevant information of public hospitals in Tianjin according to Tianjin Statistical Yearbook.Finally,it focuses on the methods of performance appraisal system research.In the third part it analyses the data of public hospitals in Tianjin,and expounds the problems existing in the performance appraisal index system of public hospitals in Tianjin.At the same time,it prospects the future development direction of the performance appraisal index system under the new medical reform policy in Tianjin,and provides reference for the optimization of the performance appraisal index system of public hospitals in Tianjin and even in China.In the fourth part,it builds the index system of performance appraisal of public hospitals in Tianjin,summarizes the evaluation index of expert consultation method,analyses the process of the system and the index dimension of evaluation,and provides the index system of performance appraisal of public hospitals in China under the background of medical reform through the analysis of the basic principles,membership and related methods of the index system.It also provides some guidance for the optimization of specific indicators.The shortcomings of this study are summarized,which will provide some reference for future work.Finally,the current performance appraisal system is redefined through five dimensions and the measures of performance appraisal reform are put forward to improve the performance appraisal of public hospitals under the background of the new health care reform,using the performance assessment tool for quality improvement in Hospitals(PATH)appraisal system by studying the performance appraisal system of public hospitals under the background of the new health care reform.
