Since the 21st century,China's medical and health services continue to make progress and public hospitals have being developed rapidly as well.Today,public hospitals undertake the vast majority of medical needs,and the workload of medical staff is getting heavier.As for public hospitals,medical staff is their most valuable"asset".Therefore,how to improve staffs'work enthusiasm and stimulate their potential talent becomes particularly important.As we all know,salary is the most direct and effective motivation.However,nowadays,the phenomenon of unfair salary systems exists generally in public hospitals,which affects working enthusiasm and subjective initiative of medical staffs seriously.The Z hospital studied in this paper is a third rate class A public specialized hospital.It also has the unfair salary system,including the issue of same work with different pay between the authorized staffs and the extra staffs,as well as the issue of unfair distribution for incentive performance-based salary.These conflicts caused the medical staffs lack of working enthusiasm and initiative,which is not beneficial not only to the stability of the talent team,but also to the sustainable development of hospitals.Therefore,it is extremely urgent to solve the problem of unfair salary system.So how to solve or alleviate the situation of unfairness of pay?Firstly,this paper combed through some relevant concepts and theoretical knowledge about salary incentives and paying equity issues at home and abroad by using literature review and briefly introduced and analyzed current research situation.Secondly,through long-term observation,and taking a third rate class A public specialized hospital-Z as a prototype,this paper analyzed the history course and current situation of equal pay for equal work between the authorized staffs and the extra staffs about the Guaranteed salary in Z hospital by using the method of case analysis.At the same time,this paper also studied the problems of the distribution of incentive performance-based salary system in Z hospital and the related reforms.Then,the questionnaire method was laid out to make an investigation on 170 medical staffs of Z hospital.Finally,on the basis of the questionnaire,through conducting summary analysis of the survey results,this paper further reveals the problems which affecting the equity of salary system in Z hospitals.Meanwhile,the corresponding countermeasures were put forward to solve these problems,including perfecting the salary system,establishing the incentive mechanism for extra stuffs,implementing vertical management of nurses and so on.The research in this paper has certain reference value for how to solve the problem of unfair salary system of Z hospital in future.Suggestions summarized in this paper will stimulate the working enthusiasm of staffs in Z hospital and will play a positive role in promoting the healthy and sustainable development of the hospital in future.In addition,this paper also has certain reference significance to other public hospitals which also have this same problem.
