Research On Health Fairness In Our Harmonious Society

Health fairness is the collective aim of human being, and also the important elements in our harmonious society. But many factors lead to health unfair, such as economic, social and cultural factors etc. Health fairness is always being the keystone in the health reform and development for long, and has been the central orientation of health policies in different countries. Scientific Outlook on Development is guiding our country's development and we are building the harmonious society of socialism nowadays. Whereas the excessive marketization of basic medical services, the absence of the governments'obligation and ethical consideration, deviated the previous health care reform from the basic regular patterns, made"the difficulty and high cost of seeing a doctor"denounced repeatedly, and let the problem of health unfairness pop out ultimately.To fetch the contradictions of"absolutism & relativity"in and give health fairness a new definition of"the absolute fairness and relative fairness of health", will make it understood and realized easier. From this,"the course carrying health fairness out is virtually a dynamic endless process inverting the relative fairness into the absolute fairness of health; during the course, the contents of the absolute fairness of health are widened and deepened continuously, at the same time, based on the imbalance of our economic development and the administrative levels of people's income, the health demands of reasonable differences are ensured among the different people".The features and problems lying in China's absolute fairness of health are mainly the limited coverage and financing levels of basic health insurance, the desalination of public welfare in the state-owned hospitals, the concern about our rural health actualities, and the ideas thinking much of treatment while making light of guarding against diseases. Whereas the features and problems lying in China's relative fairness of health are mostly the unreasonable gaps between the city and rural areas, even different individuals, in people's health and the aspects of financing, supplies, demands and utilization of health service. Based upon the national conditions and lessons drawn from international experience, the basic health insurance system must be established upon the integration, the managing system of the state-owned hospitals should be built upon public welfare, public health system ought to be constructed upon the equalization, these are China's insurance routes of the absolute fairness of health; whereas China's insurance routes of the relative fairness of health are to strengthen local governments'responsibilities, and to perfect and attach importance to the supervision system from the governments and society.
