With the increase of medical expenses in China,the burden of medical treatment for the masses has been increasing since the 21st century."Difficulty and high cost of medical treatment" has become a social problem that can not be ignored in China.It is not only the basic medical security of the masses can not be satisfied,but also related to the healthy and stable development of the national economy.The rise of medical expenses is closely related to the abnormal income structure of public hospitals in China.Drug addition policy enables public hospitals in China to earn differential prices by selling drugs.In addition,the disordered order of drug circulation,the insufficient financial compensation of the government and the imperfect compensation mechanism are the reasons.For a long time,in order to maintain normal operation,public hospitals in our country depended excessively on drug revenue,and "supporting doctors with drugs" has become a persistent disease of public hospitals in China.Drug prices were too high,and medical expenses continued to grow.In order to solve this problem,alleviate the medical burden of patients,rectify the income structure of hospitals,restore the "public welfare" of public hospitals in China and improve the people's livelihood,in 2009,the State Council officially promulgated the "Opinions of the State Council of the Central Committee of the Communist Party of China on Deepening the Reform of Medical and Health System",and the new health care reform was officially launched.In the Opinions,it was first proposed to promote the separation of medicine.The abolition of drug addition policy is the starting point for the comprehensive reform of public hospitals,and the implementation of policies is progressively promoted.Since 2010,four batch of pilot cities have been published.In 2012,the pilot project of comprehensive reform of county public hospitals was launched.In 2015,all the county public hospitals in China abolished the drug addition.The comprehensive reform of public hospitals was carried out in a comprehensive way.The provincial public hospitals were changed in the same year.At the end of 2017,all public hospitals in the country abolished drug addition.On the basis of introducing the research background and the promotion and implementation process of cancelling drug addition policy,this paper takes the public hospitals in Dalian as a sample and selects the required data in the hospital financial statements.The DID model is established by analyzing the grouping effect of the pilot hospitals that have abolished the drug addition policy and non pilot hospitals,and through the modal,we can analyze the effect of the policy implementation.This paper mainly focuses on the impact of the abolition of drug addition policy on pilot hospitals,analyses the changes of medical income and income structure of pilot hospitals under the influence of policy,comprehensively evaluates the impact of the abolition of drug addition policy on the operation and development of public hospitals,studies the effect of policy implementation,evaluates the preliminary effect of reform measures,and provides reference for relevant management and follow-up policy formulation.According to research,the medical income of pilot hospitals in Guangzhou city is positively affected by policy implementation,and outpatient income is negatively affected,while hospitalization income is positively,affected.Specifically to the income of each subject,its influence degree and direction are different.The number of outpatients tends to decrease after the implementation of the policy,and the number of discharged patients is promoted by the policy.The negative effects of three kinds of income on outpatient income,including medicines,examinations and treatments,have a greater effect on restraining the growth of outpatient income.The positive effects of inspection,laboratory tests and bed income on the growth of hospitalization income are significant.Finally,from the perspective of drug revenue,although the outpatient drug revenue is significantly negatively affected,the negative impact of inpatient drug revenue is not significant,and the increase of personal income is not significantly inhibited by the policy,but the proportion of outpatient and inpatient drug revenue is significantly negatively affected,It shows that the implementation of the policy effectively reduces the dependence of hospital income on drug income.However,it is not ideal to relieve patients' medical burden only by abolishing the policy of drug addition,which requires further improvement of supporting measures.Due to the lack of patient-related data,the impact of the abolition of drug addition policy on patients is insufficient in this paper.In future studies,we can further improve the relevant research,and comprehensively analyze the policy effects of comprehensive reform of public hospitals on hospitals,medical staff and patients.
