In 2017,the State Council will deepen the reform of the medical and health system as the key work of the year,and proposed to comprehensively carry out the reform of public hospitals,comprehensively eliminate the drug additions,and accelerate the pilot work of the modern hospital management system and the reform of the public hospital salary system.The reform of the medical and health system involves all aspects of the medical industry,including the construction of medical associations,the reform of the de-weaving personnel system,the elimination of drug additions,and the allowing doctors to practice more.Among them,the one that best reflects the people's livelihood and has a direct impact on the hospital is to cancel the drug addition,which plays an important role in the medical reform.Eliminating the drug addition will inevitably have an impact on the operation and development of public hospitals,even if it can reduce the price of drugs,reduce the burden of medical treatment for the masses,and regulate the beneficial effects of doctors' medication behavior.However,the possible adverse effects may not be ignored.The most direct impact of canceling drug add-on on public hospitals is the reduction of income.When the old and new income compensation mechanisms are not well connected,it will affect the income structure of medical staff,thus affecting the enthusiasm of medical staff and affecting the quality of medical services.In addition,while the drug addition is cancelled,the state has proposed a policy of allowing doctors to practice more.This will inevitably result in doctors choosing to go to a private hospital or other medical practice site to reduce the income of their hospitals,and to make up for public hospitals with external income.The rewards obtained may affect the efficiency of their work in the hospital and the quality of their services.Public hospitals are the carrier of medical staff,and medical personnel are a core component of the development of public hospitals.Talent reserve is an important requirement for the development of every public hospital.In particular,medical personnel with high knowledge,high technology level,high stability and high work efficiency play an important role in the development of the hospital.How to establish a reasonable and perfect incentive mechanism for public hospitals after the elimination of drug addition is the main point of internal management.This article changes the new doctor to the background,selects the drug zero plus as the main research premise,through the investigation and analysis of the H City People's Hospital,to understand the impact of the cancellation of the drug on the hospital as a whole,and to contact the relationship between the hospital and the medical staff.Find out the factors that may affect the enthusiasm of the medical staff and affect the effectiveness of the incentive mechanism after the drug addition is cancelled.Through questionnaires and research methods of focus interviews,doctors and nurses were studied separately tofind out the problems existing in the hospital's current incentive mechanism for medical staff,such as uneven salary distribution,imperfect performance programs,and lack of attention to personal development of employees.Wait.This concludes the possible incentives for similar public hospitals represented by the H City People's Hospital at this stage.Combined with the new requirements of the reform policy for public hospitals and medical personnel,it is proposed that the incentive mechanism for improving the medical staff after the cancellation of the drug in public hospitals should establish a scientific and practical salary management system,establish a sound training system for medical staff,and optimize the incentive mode for employees.The construction of the incentive mechanism for medical staff begins with four aspects.In this way,the work efficiency of medical staff is improved,the stability of medical staff is enhanced,the ability of medical staff is improved,their potential is tapped,and patients are better served.Only in this way can the hospital's medical level,service level and management level be improved as a whole,enhance the hospital's core competitiveness,and ensure the normal development of public hospitals after the country completely cancels the drug addition.
