With the deepening of the reform of the national health system,it is urgent to comprehensively promote the comprehensive reform of public hospitals,break the profit-seeking mechanism of public hospitals,adhere to the public nature,and constantly improve and establish a modern hospital management system.The great change of the external policy environment has put forward new requirements for the management of public hospitals.How to effectively use the existing high-quality human capital to promote their own development has become a major issue faced by public hospitals.It is an important part of modern hospital management that how to construct the management mechanism of continuous growth and establish the development strategy driven by talent incentive mechanism.It is the primary challenge for hospitals to establish a flexible,multi-layered and efficient comprehensive salary incentive mechanism.This paper selects the comprehensive salary incentive management of doctors in E hospital as an empirical case study,and carries out relevant research with the ultimate goal of realizing the appreciation of doctors' human capital.Papers in domestic and foreign about the human capital and human capital value,the value of human capital,total compensation and related literature review of the theory of salary incentive as the investigation and study,on the basis of analysis the formation characteristics of the doctors' human capital and puts forward the doctors in the current human capital model,to define the doctor constitute the connotation of human capital.And with total compensation incentive theory,constructs the doctor human capital value-added total compensation incentive matrix,which induces the doctor based on human capital appreciation of the four types of total compensation incentive factors:material performance incentive,career development incentive,work incentive,organizational culture incentive,and illustrates the main contents of them.In terms of empirical analysis,based on relevant theoretical research,this paper analyzes the status quo of taotal compensation incentive for doctors in E hospital by means of questionnaire survey.Based on the data analysis,it concludes the main problems of the four types of total compensation incentive factors in E hospital.Based on the conclusion of empirical research,this paper designs the improvement scheme of doctors' total compensation incentive management and proposes specific incentive measures from the perspective of four factors of total compensation incentive.At the end of the paper,the author summarized the realization effect of E hospital after the implementation of the total compensation incentive improvement scheme for doctors,carried out theoretical analysis,proposed the required support for management activities,and finally summarized the value-added management model of doctors' human capital combined with the total compensation incentive.
