Research On Chongqing's Medical Treatment In Other Regions Of Urban Workers' Medical Insurance

Since the increasing of migrant population in China,and under the localized management principle of urban workers' medical insurance of China,the problem of migrant medical treatment in different medical insurance regions has received more and more attention from social and governments.However,even the convenience extent of medical treatment in different places has been improved now,there are many other problems in medical insurance for the insured people who take medical service in other regions.This article mainly discussed the problems of Chongqing urban workers' medical insurance treatment on who take medical service in the other medical insurance regions.The author expounded the situation of the insured peoples who take medical service in different insurance regions,including the detail policy of the medical insurance treatment in different insurance regions,and the medical insurance treatment in other insurance regions modes of some provinces in China.Based on the analysis of the data of urban workers' medical insurance in Region A of Chongqing city,the author analyzed several problems: the classification of the insured people who are taking medical service in other insurance regions is not Scientific;the seeking medical service in graded medical institutions of the insured people who are with in other insurance regions is disordered;the fairness problems in seeking other insurance regions' medical service and the moral hazard in the situation of different insurance regions' medical service.Then the article analyzed all the reason of those problems above.At the same time,this paper expounds the cross-border medical treatment in the European Union,and discussed the advanced experience that should be learned.Finally,it put forward corresponding countermeasures for the problems of medical treatment in other insurance places in Chongqing,including make the classification of different insured people by their reasons to seeking other insurance different places;guiding the Graded Medical behavior in other insurance regions;improving the equity of the medical treatment of the insured people who lived out of the insured place;and strengthen the supervision of medical behavior in other insurance places and so on.
