For a long time,as the main task bearers of the primary medical team,rural doctors play an important role in the rural medical system of our country.However,since the implementation of the medical and health system reform in Nanhai District of Foshan City in 2007,rural doctors in the jurisdiction have been affected by the relevant policies,from the "Health guards" of rural residents to the unlicensed practitioners who violate the laws and regulations,and the functions of village health stations have gradually been replaced by Community Health Service Stations.Rural doctors are in an increasingly difficult situation,losing institutional security,financial resources and the legality of practicing medicine,thus creating and inflaming the social risks of undocumented practice and adversely affecting society.By consulting the literature and using public policy to analyze the causes of the current situation of rural doctors,this paper interprets the background of the change of the role of rural doctors.After conducting field research on the rural doctors in the towns and streets in Nanhai District of Foshan City,it was found that the main reasons for forming the rural doctors to practice medicine without a license were the dual drive of social security,the difficulty of re-coding,the combination of interests and pressure,and the good mass bass.And the risk points are mainly the following four aspects: first,the place of medical practice is easy to cause the epidemic of infectious diseases,and the other is that the old knowledge of rural doctors leads to irregular diagnosis and treatment,and the third is the bad social impact caused by the death and injury of medical practice without evidence;fourth,it is easy to trigger a mass petition when investigating and conducting unlicensed medical practice.In this context,it is urgent to properly handle the problem of medical practice by rural doctors without a license and solve its worries.This article is divided into five chapters,the first chapter mainly expounds the background and significance of this study,through consulting domestic and foreign literature,summed up the rural doctor governance measures,and the research of this article innovation points,content,methods and ideas to explain.The second chapter mainly studies the historical background and present situation of rural doctors in Nanhai district of Foshan City,interprets the development course of rural doctors and the relevant policies of rural doctors in recent years,and makes investigation,analysis and field visits on the current situation and medical practice of undocumented rural doctors in Nanhai district of Foshan City.The third chapter focuses on the four main social risk points caused by the unlicensed practice of rural doctors in Nanhai district of Foshan City.The fourth chapter analyzes the risk groups of rural doctors who practice medicine without a license and puts forward the two main social contradictions between the strength of administrative law enforcement and the degree of social influence,rural doctors and the government.In the fifth chapter,according to the contents of the preceding article,this paper puts forward some countermeasures and suggestions for the proper handling of the problem of the practice of rural doctors without evidence,to achieve the goal of solving the research topic.
