Study On Optimizing Medical Insurance Payment In Shunde District Of Foshan City

For a long time,the reform of the medical insurance system is an important part of the medical system,and the reform of the medical insurance payment system is the most important part of the medical insurance system reform.At present,medical insurance in our country has entered the era of the complete coverage.The medicare payment reform is the important way to carry out the universal health care.Any kinds of payment will affect the insured people's interests,the quality of the targeted medical establishments and the cost controlling,the referred fund management allocation of the agencies of medical insurance,and even affect the government for the related policy settings.Therefore,the optimization of payment method is related to the vital interests of the above three parts as well as the effect of the government making policy.Shunde district in Foshan is one of the first regions in China to establish medical insurance system.It has promoted the reform of medical insurance payment system for many times.Although the reform has achieved certain results,the problems such as the total medical insurance fee not being in line with the actual situation and the effect of promoting hierarchical diagnosis and treatment which is not obvious still exist.In this paper,through literature research,case analysis,comparative analysis,treating the medical insurance payment methods in Shunde district in Foshan city as the research objection,through the analysis of the medical insurance reform situation and effect,drawing the successful reform experience of the payment methods for medical insurance payment from from Germany,the United States,Canada,and Shanghai,Beijing,Sanming region in Fujian,aiming at the existing problems of the medical insurance payment methods in Shunde district in Foshan,I come up with some countermeasures and thoughts.Paper includes a mixed payment method which is under the total control,making the limited medical insurance fund focused on chronic diseases,serious illnesses,using of the medical insurance payment method promotes the construction of the grading system,establishing the health care medical payment standard and setting up the supervision and management system matching the payment means and so on in order to provide the references that can optimize insurance payment methods in Shunde district in Foshan medical.
