Research On Mechanism Of Emergency Management Of Public Health Emergencies In New Media Environment

It is undeniable that China has entered a risk society.As an emergency that directly threatens the public's life and health,the frequency and impact of public health emergencies are at the forefront of various emergencies.How to deal with emergencies and reduce losses and harms efficiently becomes an unavoidable problem for the government.With the in-depth study of emergencies in various countries around the world,a research framework for the integration of risk assessment,emergency response and crisis communication management for public emergencies has basically taken shape.Taking China as an example,after 2003,China has gradually established a comprehensive emergency management system based on the “one case,three systems” framework,providing a basic framework for emergency management practices in public emergencies,and promoting public health security governance in China.In the new media environment,the risk of triggering public health emergencies is more diverse and the spread is no longer limited to specific spaces and times.In addition,the development of new media has brought about an update of the agenda setting model.The individual agenda,the media agenda and the policy agenda have interacted with each other,and the public's agenda setting ability has been greatly improved.The development of new media brings opportunities and challenges to health emergency management,and environmental changes must impose new requirements on health emergency management.Combining theory with practice,improving China's public health emergency management mechanism is the general trend.The author takes the emergency management mechanism of public health emergencies as the research object,and uses the related theories of risk society theory,agenda setting,crisis life cycle theory to analyze the problems existing in the emergency management mechanism of public health emergencies in the new media era.the study.The main research contents include:(1)On the basis of the analysis of public health emergencies,risks and crises,the main tasks of emergency management of public health emergencies in China are clarified;(2)Based on the theory of risk society,this paper analyzes the inherent logic of public health emergencies and new media development in the new media era;(3)This paper summarizes the problems existing in the public health emergency management mechanism under the new media environment,and analyzes the causes of the problems;(4)Based on the above research contents and viewpoints,provide improvements for emergency management mechanisms for public health emergencies.
