| Public health emergencies have the characteristics of diffusion,harm and complexity,which pose a serious threat to public life and health and economic and social development,and have increasingly become a topic of concern to all sectors of society.Take the new crown pneumonia epidemic as an example.It spread rapidly in a short period of time,posing challenges to the safety of people all over the world.Effective management of public health emergencies can not only protect people’s lives and health,but also maintain social stability and promote economic and social development.The improvement of the emergency management capacity of public health emergencies can not only effectively protect the life and health of the public,but also help to form a good atmosphere for social co-governance.In recent years,my country has made breakthroughs in the prevention and control of public health emergencies,and various tasks are being carried out in an orderly manner.However,it should be noted that while the emergency management work has made great achievements,some shortcomings and problems are also emerging.highlighted and urgently needed to be resolved.At present,the fragmentation problem in emergency management needs to be resolved urgently.The existing emergency management mode of public health emergencies is difficult to adapt to the complex and changeable environment,and it is difficult to carry out systematic and comprehensive management of incidents.Therefore,it is imperative to build a new model for emergency management of public health emergencies,and holistic governance can just meet this need.coordination and linkage to effectively respond to public health emergencies.This thesis attempts to sort out the fragmentation problem from a holistic perspective,analyze its causes,and then propose corresponding countermeasures from the perspective of holistic governance.Based on this,this thesis first defines and interprets the relevant concepts,and then uses the theory of holistic governance and collaborative governance as theoretical support,and discusses how to promote the emergency management of public health emergencies toward the direction of holistic governance from the analysis of the applicability of holistic governance.develop.On the basis of literature analysis,case analysis and field interviews,it is concluded that there are fragmentation problems in emergency management of public health emergencies,which are mainly manifested in the fragmentation of emergency functions,emergency information,emergency resources,and emergency teams.This thesis further analyzes the root causes of fragmentation problems,including: inadequate overall planning,limitations of existing emergency management systems,imperfect emergency information communication and sharing mechanisms,and imperfect coordination and cooperation mechanisms.Finally,five countermeasures and suggestions for promoting the overall governance of public health emergencies are put forward,including: reaching a consensus on the value of overall governance,strengthening planning guidance,rationalizing the relationship between the rights and responsibilities of emergency subjects,improving the security system,and improving the level of informatization construction. |
