The work of medical practitioners is highly correlated with the physical health of the people.In recent years,people's demand for physical health has become higher and higher,and the number of medical practitioners has increased rapidly.However,the salary of medical practitioners is relatively low,which is not proportional to their work.Therefore,there have been more and more calls from medical workers for"pay raise".The medical and health industry has the characteristics of long growth period,high work pressure,high work requirements,and great work responsibilities.Therefore,it is necessary to establish a salary level that is in line with the actual conditions of the health industry and reflects the value of labor.The Party Central Committee with General Secretary Xi Jinping as the core has been very much concerned about health and medical workers.The 3rd,5thh and 6thh Plenary Session of the 18th Central Committee of the CPC have all indicated that the salary system of public hospital in line with the characteristics of the industry should be established.In particular,General Secretary Xi's remark at the National Health Conference that"medical and health institutions should be permitted to break through the current salary regulation and control of public institutions,and medical service income should be mainly used for personnel rewards after deducting costs and withdrawing various funds according to relevant regulations”,which is very encouraging for medical practitioners.In order to implement the requirements of the General Secretary Xi,in January2017,four ministries including the Ministry of Human Resources and Social Security and the National Health Commission jointly issued the Guiding Opinions on the Pilot Reform of the Salary System of Public Hospitals?MHRSS[2017]No.10?.According to the document,11 pilot provinces for the comprehensive medical reform including Chongqing,need to select three regions for the pilot reform for a term of one year.In March 2018,the salary system reform was carried out in 4 municipal-level hospitals and40 hospitals over 40 districts and counties in Chongqing.So far,the salary system reform of public hospitals has been promoted in all districts and counties of Chongqing.Therefore,under the backdrop of the medical reform especially the salary system reform which is being comprehensively promoted in Chongqing,and based on relevant theoretical analysis,this article has studied the current status on the salary system reform of a hospital in Chongqing,found out weaknesses and difficulties that exist in the reform of the hospital,and provided relevant suggestions for improvement.
