Study On Coalescence And Improvement For Rural-urban Integration Medical Insurance System In Tianjin

Chinese rural-urban integration in social security system which highly stressed in the reports of the 19 th national congress of Chinese Communist Party,is one of the fundamental requirements of national security policy and people's livelihood,especially in medical security area.Under the influence of rural-urban dualism,most of the medical security insurance institution is separated and inconsonant,which highly increase the costs of administrative management and create expanding wealth gap.As the rural-urban integration in medical insurance system has reached a consensus,the most important issue we ought to consider is to draw on the past experience,being problem-oriented and makes out strategy plans.Tianjin started earlier in the comprehensive process of medical coalescence reform,which highly emphasizes fairness in comparison to the basic medical insurance system.It has certain reference significance to the medical insurance urban-rural coalescence in China.As one of the most important part of the basic medical insurance reform,rural-urban integration plays key role on the sustained and healthy development of medical security.By empirical investigation and theoretical analysis,the thesis concludes the existing situation and problems of medical insurance integration in Tianjin and gives corresponding suggestions.Fairness and justice constitute the basis for medical insurance integration,while conducting the reform,we should follow six principles,principle of fairness,principle of justice,principle of full coverage,principle of basic supply,principle of sustainability and principle of multiple layers.Based on combination of theory and practice,the thesis presents recommendations of establishing a sound social medical insurance system.
