Research objective: With the deepening of military reform,the influence and job responsibilities of military civilian personnel are expanding,the demand for military healthcare civilian personnel has taken the lead in view of the overall demand structure of military civilian personnel.The number of Health care civilian staff in the affiliated hospital of military medical universities is also growing year by year.In more than ten years of recruitment management practice,valuable experience is explored,and some problems are found.To solve the contradictions and problems and get through the career development path are the necessary ways to improve the health civilian staff system and optimize the health civilian staff.Research content: this paper is mainly aimed to analyze the post setting of staffing,post demand plan and career development of health civilian personnel in the affiliated hospital of military medical university.By comparing the post demand plan of health civil servants,unreasonable factors in post setting,the contradictions in post demand plan,and thebottlenecks in career development are revealed.Moreover,the causes of the above problems are analyzed,and corresponding improvement measures are put forward.Research methods: The field investigation method is adopted in respect of post status.Starting from the existing problems,in-depth investigations are conducted in respect of the post setting in affiliated hospitals of military medical universities.In terms of the current demand,literature analysis method is also adopted.Through sorting and analyzing the recruitment data in recent years and charts making,analogy analysis are carried out on the health civilian personnel of the PLA and military medical universities in different aspects.In the aspect of career development,interviews are carried out to find out the main problems in the career development path of health civil servants through qualitative research such as group discussion and individual interview.Research process: In order to explore whether the post setting of health civilian personnel in affiliated hospitals of military medical universities is reasonable,investigations are carried out,the historical documents of the army were referred,and statistical charts are made for comparison according to the allocation of military civilian personnel over the years.In order to explore whether the recruitment plan is reasonable,the recruitment data in recent years were collated and analyzed.charts are made based on the open data of recruitment plan for military health civilian personnel from 2014 to 2016.In the aspect of career development,analysis is carried out in respect of assessment of senior professional title,recruitment of intermediate title and promotion.Moreover,interviews are carried out to find out the general problems in career development path of health civilian personnel.Results: there was a lack of non-professional technical posts in the post classification of health civil servants;Over allocation of medical posts and shortage of posts;The demand for health and civilian personnel ranks the first among military civilian personnel.The primary demand is higher than the intermediate demand.The qualification conditions of senior qualification are relatively high,the employment index of intermediate qualification is few,and the promotion is difficult.Research conclusion: In this paper,the problems in post setting,post demand plan and career development are revealed.On the basis of comparative analysis of the reasonsbehind the contradictions,some improvement measures are put forward: in respect of post setting,non-professional technical posts could be added and scientific adjustment principles should be made to solve the problem of medical post setting.In respect of post demand,diversified publicity methods should be made,recruitment conditions suitable for post setting should be formed,and salary system in comparison with that of active-duty soldiers should be established.In terms of the improvement measures in career development,a special evaluation system for military health civilian personnel should be established,effective incentive measures should be made and the reinforcement of policy support should be promoted.
