The implement of civilian faculty system is a very important measure for adjusting the instruction of our troop's strength and the human resource system.It was carried out since June.2006,our troops have already recruited thousands of civilian faculties.Civilian faculties become the “fresh troop” and play an important part in the troop construction and development.At the same time,a large number of civilian faculties take up the military teaching post,which overtake most of professional basic courses and partial professional course teaching tasks.And it comes to the significant constitute parts of civilian faculties,which pours into the fresh blood and optimize the structure of the university teacher team.In addition,it inspires the vitality of the talent and gets the approval inside and outside of the army.On September 3,President Xi Jinping declared that China would cut its troops by 300 thousand on the convention of China people's Anti-Japanese War and the 70 anniversary of the victory of the world anti fascist war which began to carry out the most thorough reform for Chinese troops.With the deep propulsion of this troop scale instruction and power reform,military leadership system reform has been completed gradually.Institutional reform enters into the executive phase.The project about active army turning to civilian faculty is going to be carried out fully.The allocation proportion of civilian faculty will be enlarge more,which will gain many development chances unprecedentedly and become the vital constituent part of our troop.Military leadership and command system reform regarded as the first important link has already put in place.This military leadership and command system reform begin to set up the military and civilian faculty department which released a strong signal that the importance of the civilian faculty's position and its scale will be raised substantially with the promotion of the strengthen-military reform strategy.Enhancing and promoting the establishment of civilian faculty could be an essential project.In the context,it will be a realistic and far-reaching meaning for doing the research of promotion strategy of the civilian faculty's working ability.The thesis uses the methods of literature study,empirical study and speculative study to discuss and analysis the relatively theory,assessment tool,current situation and policy implement for the position of civilian faculty's working ability.Firstly,it studies relative thesis of the working ability of civilian faculty post.However,it analysis the difference between the civilian faculties and military instructor.We put forward the inner meaning and features of civilian faculties' post working ability,which state the theory basis of management?psychology?education?sociology and strong army needs.Secondly,we design the questionnaire about civilian faculty's working ability so as to verify the meaning of it and theory conception.The questionnaire is divided into five aspects which including ideological and political accomplishment,teaching ability,scientific research ability,military basic literacy and teacher morality.After the project analysis,exploratory factor analysis,confirmatory factor analysis and the inspection about validity and reliability,all the indexes are good which is in accordance with the measurement psychology and provide measurable tool for such research.Third,we use civilian faculty's working ability questionnaire which is made by ourselves to investigate three military universities of different majors' civilian faculty in Chongqing.The investigation shows that the judgment of working ability of civilian faculty by themselves is better than average.Among them,the aspect of ideological politics is best while the aspect of scientific ability is the weakest.In conclusion,ideological politics> teaching ability>teacher morality>military basic quality>scientific research ability.In working ability and five aspects,the people in their 30 s to 40 s superior to the people in their 20 s to 30 s.The difference between the people who achieved master degree and doctor degree are not obvious.However,it's obviously superior the civilian personnel who got bachelor degree.The difference between the person who achieved instructor title and associate professor title are not obvious.But it is superior to the civilian faculty who got teaching assistant title.Fourthly,On the basis of the analytical data,we analyze the reasons of unsatisfied situation from civilian faculty themselves,military school and policy.Besides,we come up with counter-measures.The enhancement of civilian faculties' post working ability is a systemic project and it needs to make great efforts from all aspects.At first,civilian faculty is the drive to promote their own working ability development.It needs strong self-development consciousness and fully gives play to our subjective initiative.It is necessary to work at three aspects on role conversion?working creation and model consciousness.Military university is an important guarantee for the development of civilian faculties' post working ability.It is necessary to work at three aspects on exerting education function?making all dimensions training system and optimizing management model.Policy system is the enhancement of civilian faculties' post working ability.We need to work at three aspects on creating assessment and evaluation mechanism?adjusting payment system scientifically and constructing talent bring-in?competition and wipe-out mechanism.
