Medical insurance is an important safety nevt for human survival and developmentrelated to social stability and national development. Since2003, the state attaches greatimportance to the reform of the health care system, and increased medical input intohealth services, to accelerate the pace of advancing the construction of new ruralcooperative medical care and urban residents basic medical insurance system,and inthe institutional system, full coverage of the national medical insurance has achievedbasically. And the new rural cooperative medical system has also achieved some success.But some drawbacks that affect its sustainable development exists in fact, and thevarious existing medical insurance system has also failed to effectively cover the entirepopulation, which is one of the important causes of the problem "medical treatment isdifficult and expensive”.As the further improvements of people’s medical insuranceneeds, and the target of universal coverage, the new rural cooperative medical systeminto a universal basic health insurance has become an inevitable trend.So taking whichpath to make the new rural cooperative medical system into a universal basic healthinsurance becomes a key.This paper has a target of the path of exploring the new rural cooperative medicalsystem into the universal basic medical insurance system. With social justice theory, thetheoretical tools of the theory of institutional change, social security theory, this paperanalizes the need and the feasibility of the new rural cooperative into a universal basichealth insurance,drawing on the international experience of universal health care, andtake the typical pattern of the five regions of the domestic Gaoyou, Kunshan, Dongguan, Zhenjiang and Shenmu for example, combined with field research data on the fiveexisting paths comprehensive comparative study and drawlearn from the sexualexperience and enlightenment, and to guide the path of the new rural cooperativemedical care into a universal basic health insurance.Finally, based on the baseline equality perspective, this paper puts forward the roadof gradual changes of the new rural cooperative medical care into the universal basicmedical insurance. The first step is the integration of rural cooperative medical systemwith the health insurance system for urban residents, then further improve the medicalinsurance for urban and rural residents on this basis of the first step, and as the time isripe complete the integration of urban and rural medical with urban workers’ insurancesystem. And trengthening the responsibility of the government must be paid attention inthe process,which are expanding the scope of medical insurance, expanding medicalinsurance coverage, and bridging the gap between urban and rural areas, improving thescience of management, and promoting health equity.
