Development Strategy Of Medical Association In The Second Hospital Of Dalian Medical University

In the social public service,medical service can be described as an important component,and therefore it is highly valued.In recent years,with the deepening of the new medical reform,the academic community has paid more attention to the advancement and development of the medical association in the new medical reform.The medical association is a new attempt to reform the fragmented medical service system.It has positive significance for the optimization of limited medical resources and the promotion of the hierarchical diagnosis and treatment mechanism.Before the government introduced the policy of graded diagnosis and treatment,the Second Hospital of Dalian Medical University had taken the lead in establishing the Medical Association of the Second Hospital of Dalian Medical University within its jurisdiction.It has now begun to take shape,and the total number of members in the Medical Association is nearly 220,which has greatly promoted the integration of resources within the Medical Association.It also played a great role in promoting the return of the Second Hospital of Dalian Medical University to treat the difficult and complicated diseases.However,facing the internal and external environment,its development process is also faced with the problem of strategic options and countermeasures.The study of related topics is of great significance to the sustainable development of the medical association of the Second Hospital of Dalian Medical University.Starting from the basic connotation of the medical association,through the application of literature research,case study,comparative study and strategic management tools such as PEST and SWOT,this paper expounds the development status of the Medical Association in the second hospital of the university,summarizes its achievements,and gives its development strategy choice and implementation countermeasures.Through analysis,we believe that the strategic positioning of the medical Confederation of the second medical college should be to make full use of big data,cloud computing and other technical means to build "Internet + hierarchical diagnosis and treatment" mode.On this basis,the SO strategy is chosen,that is,relying on external opportunities to actively play its own advantages,and the Medical Association of the Second Hospital,as a medical alliance,carries out an integrated development strategy.That is to say,the development of the Medical Association of the second hospital should rely on the advantages of human,financial and material resources of the second hospital to form a development support for the medical services of the second and third level medical institutions,and based on the characteristics of more than 200 medical institutions at all levels,implement differentiated development,and ultimately achieve the improvement of the value level of the whole medical association.In the specific implementation process,we can learn from the experience of the United States and gradually establish large medical groups;consolidate the foundation of telemedicine system,extend the graded diagnosis and treatment platform vertically;establish and improve the multi-disciplinary consulting clinics;establish and improve the internal operation governance and external evaluation mechanism of the consortium.At the same time,we should strengthen the implementation of the strategy,that is,to strive for greater policy support through government communication,to innovate the medical insurance management and payment mechanism in the medical association,to establish and improve the basic drug mechanism in primary medical institutions,and to establish and improve the gradual mechanism of free medical insurance access with the linkage of supply and demand.On the one hand,the research in this paper is a supplement to the existing theoretical research results of the case study on the development strategy of the second Hospital of Dalian Medical University,on the other hand,it has scientific reference value for the selection of the development strategy and the practice of the second Hospital of Dalian Medical University.And it also has reference significance for the sustainable development of the current or proposed medical conjoin.At the same time,we should also strengthen the protection of the implementation of the strategy,that is,through the perfection of the top-level design,we should seek greater policy support through communication with the government,innovate the medical insurance management and payment mechanism in the United Medical Association,and establish and improve the mechanism of essential drugs in primary medical,establish and improve the mechanism of free access to medical care with the linkage of supply and demand.
