Establishing medical aid system to impoverished people is vital to complementing China's medical security system.Due to ever increasing medical expenses,incomplete medical benefits system and lack of sufficient guarentee,the medical costs to urban and rural residents have been high,especially to those in poverty who suffer from critial diseases and face difficulties of expensive medical care and unaffordable service.It has been more than occasional that people fall under poverty line due to medical needs and this has been an increasingly critial problem.Thus it is an essential topic of China's medical security system building to further improve medical guarantee levels for poor people,especially to strengthen assistance to those who get serious disease and incur overly high level of medical expenses.So Chengdu City formulated and implemented the policy of supplementary medical aid to poor people in both urban and rural areas.Chengdu's such policy has awarded extra aid to poor people who are bear comparatively high out of pocket costs,in addition to the existing medical and social securiy benefits.This policy has furhter enlarged the scope of medical insurance and enhanced the aiming and strength of medical aid for the poor.Since the implementation of this policy,medical expenditure of the poor have been significantly lowered thus effectively guaranteed their basic living standards and offered positive effects to perfecting medical security system and promoting an harmonous society.However,at the same time the policy has shown some defects and shortcomings.It has been found during implementation that the aid recipients still bear relatively high medical expenses and some of the assisted families still have not been guaranteed of basic standard living.The problem of unaffordable medical care still exists and it still has not been resolved that poor people slip to poverty by getting diseases plus the fairness of aid still needs improvement.Thus an in-depth research of this topic and proposed solutions are needed.This paper is based on theories of social policy and public policy process has generated an analysis of existing problems of this policy,through inspection of the policy making and implementation processes of Chengdu's such policy.This paper has reviewed the policy's implementation results from multiple dimensions and assessed the effects and impact of the policy.Finally,the paper has made some suggestion toimprove the policy and further enhance policy efficacy.
