Research On Poverty Reduction Effect Of Special Disease Outpatient Medical Insurance Policy In Minority Areas

Poverty alleviation is one of the three major battles in the battle to build a moderately prosperous society in all respects.At present,the fight against poverty has reached a crucial stage of decisive victory and comprehensive closure.We must consolidate and expand the achievements of the fight against poverty.However,there are still a lot of rural poor people suffering from serious diseases and chronic diseases in ethnic minority areas."Poverty caused by illness,poverty caused by illness" has seriously affected the effectiveness of poverty alleviation.As an important part of the basic medical insurance system,the outpatient medical insurance policy for special diseases with unusually serious conditions,long course of illness,and high outpatient medical expenses can be reimbursed in proportion to the medical expenses incurred in outpatient treatment.In order to reduce the economic burden of medical care for the insured,the circular dilemma of "poverty-suffering from special diseases-continuous medication-poverty" has been broken to a certain extent.To win the battle against poverty,ethnic minority areas should not be left behind.The evaluation and analysis of the poverty reduction effect of outpatient medical insurance policy for special diseases in ethnic minority areas will help reduce the poverty incidence rate in ethnic minority areas,boost the economic development of ethnic minority areas,and consolidate the achievements of poverty alleviation.This article through to Hunan province Jishou insurance reimbursement data to carry out the statistical analysis of urban and rural residents,using literature research,case analysis combined with statistical analysis method,It focuses on the statistical analysis of the reimbursement visits and expenses of special disease species outpatient service in jishou city in 2018,and applies FGT index.From the perspective of medical,employment,income and sustainability of poverty reduction.It was found that the poverty incidence,poverty depth and poverty intensity of the poor households before and after the reimbursement of the outpatient medical insurance policy for special diseases changed from high to low.The research shows that the outpatient medical insurance policy of special diseases has played a positive role in reducing poverty and poverty,but it should fully consider the influence of various attributes of the poor on medical decision-making and medical expenditure in ethnic areas.Based on this,this article put forward to reduce the medical burden,increase employment opportunities,increasing subsidies,strengthening health education,deepening poverty alleviation,expanding the scope of the support advice,such as perfecting the medical security system,establish and improve the suitable medical insurance policy in the minority areas of special outpatient service,the study of the theory of the rich special outpatient service,thereby effectively and reduce the risk of poverty due to illness problem of Chinese special diseases,we will effectively help the poor people in ethnic minority areas out of poverty.
