Performance Evaluationg Of "Million Physicians Supporting The Rural Health Project" In Baiyin City

The 19 th CPC National Congress put forward the "Implementation of the Healthy China Strategy",mentioning that the health of the people is an important symbol of the prosperity of the nation and of the country.It is a major strategic task that is related to development of overall modernization.It is also the common pursuit of the major population.As an agricultural country,according to the data from the sixth census conducted by the National Bureau of Statistics,the number of rural residents in China is 674 million,accounting for 50.32 % of the total population.The work of rural medical and health care not only concerns the health and safety of farmers,but also the key point of protecting,improving rural productivity,revitalizing rural economy and maintaining social stability.It plays a pivotal role in the implementation of rural revitalization strategies.However,the problem of poor medical equipment and lack of medical personnel still exists in the vast rural areas of China,and the problem of "difficult and expensive medical treatment" for farmers has not yet been fundamentally solved.“poor due to illness and returning to poverty due to illness” still exists.There is a long way to go to equalize medical services between urban and rural areas.Since the three departments of the Ministry of Health,the Ministry of Finance,and the State Administration of Traditional Chinese Medicine jointly decided to implement the "Million Physicians Supporting the Rural Health Project"(hereinafter referred to as the " Million Physicians Supporting Agriculture Project")in 2005,Gansu has become the pioneer who has first batch of urban general hospitals to support township hospitals.Thousands of high-quality urban doctors have been sent to county-level hospitals and township hospitals to carry out medical and health services.This has not only been welcomed by assisted hospitals and farmers but has also received better social benefits.To better understand the effects of medical support and poverty alleviation,we need to optimize the construction of a scientific performance evaluation system for health support and agriculture,and conduct fair,objective and accurate evaluation of project performance to ensure projects are implemented in a more scientific way so that it can have a better benefit to the people.According to the nature,characteristics and performance evaluation requirements of the project,a corresponding performance evaluation index system is designed.Through the study of the implementation of the "Million Physicians Support Agriculture Project",basic data are obtained and analyzed by,statistical method.From the four aspects of basic goal,satisfaction,organization management and influence and development,a comprehensive evaluation method is used to evaluate the performance of the "National Physician Support Project".The evaluation results show that the overall performance of the "National Physicians Support Agriculture Project" in Baiyin City is "good".Among all theresults,the basic target performance is "very good" and the organizational management performance is "good”,indicating that the management process of agricultural support is transparent,well-organized,properly managed,thoroughly monitored and with highly patient-satisfied.The efficiency of agricultural support is "good",which shows that the professional level of doctors is high and it is effective for supporting basic medical and health institutions.The "normal" performance of agricultural support shows that although it promotes the level of technical services in grassroots medical and health institutions,the ability to improve the overall medical level in townships is limited due to objective reasons such as poor job matching and lack of diagnostic and treatment equipment.The performance of sustainable development capacity is "very good",indicating that the level of treatment and management of recipient medical and health institutions has greatly improved.According to the results of the performance evaluation of the " Million Physicians support Agriculture" project,the author believes that this project plays an important role in actively solving the problems of "difficult to see doctors,expensive to see doctors" and "poor due to illness and returning to poverty due to illness".However,there are still lack of position-matching for support objectives,support agreements,doctor position setting,publicity demonstration effect and performance control.In view of the above problems,the author puts forward some suggestions such as planning proposal,accurate agricultural-support agreement,enhanced policy advocacy,innovative agricultural-support scheme,daily-supervision-enhancement and performance appraisers.
