The "Three Supporting and One Assistance" medical-supporting policy has been implemented for nearly a decade.However,research on the effects and the problems of the medical-supporting policy is scarce,and there is no research focusing on the the "Three Supporting and One Assistance" medical-supporting policy of Hubei province.The author hopes to comprehensively understand the effects and the problems of the medical-supporting policy,find solutions and give suggestions.By doing this,it could provide a theoretical basis for the improvement of the policy in Hubei province and also provide a decision-making basis for the advancement of the policy in China.The study is of great practical significance to promote medical development especially in rural areas.The paper used four research methods,including literature analysis,field investigation,data collection and data analysis.For field investigation,the author used questionnaire and data quality control method.For data collection,the author used standardized analysis method and role expectation analysis method.Different research methods complement each other to ensure the reliability of the survey data and to improve the usefulness of the paper.Health clinics in towns and townships and primary health providers exist problems of insufficient quantity and low quality.As the human resource complement policy for these institutions,the "Three Supporting and One Assistance" medical-supporting policy has some positive impact on solving problems of insufficient quantity and low quality.The implementation of the medical-supporting policy is a combination of the practice of graduates and of grass roots,which is also a new way to deliver health human resources of colleges and universities.The improvement of the medical-supporting policy is conducive to guide the medical-school graduates to work in the grass roots,to raise the service level of grassroots medical institutions,and to alleviate the problem of talent shortage in grass roots. |
