| In the context of the universal two-child policy,urban families urgently need early education services(that is,care and education services for infants and children before the age of 0-3 years).According to the survey conducted by Shanghai women's federation,88.15% of families in China need infant and child care services.The huge market demand leads to the influx of social capital into the childcare service industry.At present,due to unclear centralized management,lack of industry access and evaluation standards,and disordered supervision and inspection,the safety problems of childcare institutions in China are endless.Maltreatment and injury of infants are often reported.Study found that infants and young children nursery institution of accidental injury incidence was 2.54%-13.18%,shenzhen childcare facilities infant non-fatal injury annual incidence of 12.92%,changsha 0 to 3 years old childcare facilities accident rate is as high as 24.24%,ethnic minority areas in aba prefecture in sichuan childcare facilities children's accidental injury detection rate was 15.04%,visible,accidental injury incidence is higher in infants.At present,there are no reports on the research on the safety evaluation index system of domestic and foreign nursing institutions,only the safety related content is involved in the evaluation of the education quality of nursing institutions,which cannot fully reflect the safety problems of nursing institutions.Therefore,it is urgent to establish a safety evaluation index system of nursing institutions with application value to lay a foundation for the access and supervision standards of nursing institutions.At the same time,safe nursing institutions can also promote the physical and mental health development of infants in nursing institutions and further promote the sustainable development of nursing institutions and the nursing industry.ObjectiveThe establishment of the index system of safety assessment for nursing institutions can not only lay a foundation for the supervision standard of nursing institutions,but also improve the safety awareness of nursing institutions' service personnel,reduce the behavior that may easily cause harm to infants,prevent infants from being hurt in nursing institutions,and promote the development of nursing institutions.MethodThrough literature analysis,questionnaire survey,interview and expert consultation,the index pool of safety assessment of nursing and nursing institutions was constructed.Based on the theory of human-machine-environment system and the combination of accident index and hidden danger index,the safety evaluation index system of nursing-care institutions was preliminarily constructed.The expert consultation method and analytic hierarchy process were used to screen the safety evaluation index of nursing-care institutions,and the weight coefficient of each index was given.The empirical survey results of 12 nursing institutions were analyzed by mathematical statistics method,weighted cumulative comprehensive evaluation method and weighted Topsis method.Result(1)The safety evaluation indexes of childcare institutions constructed include 5 first-level indexes,16 second-level indexes and 48 third-level indexes,including "accident index","personnel safety","equipment safety","environmental safety" and "management safety".The authority coefficient of experts is 0.868>0.70,indicating that the result of expert consultation is credible.The expert coordination coefficient was 0.178-0.374(P<0.01),indicating that expert opinions tended to be consistent.(2)The weight coefficients of the five first-level indicators are respectively: "accident index" is 0.256,"personnel safety" is 0.2397,"equipment safety" is 0.1373,"environmental safety" is 0.1213,and "management safety" is 0.2491.(3)The average score of safety assessment of 12 childcare institutions was 83.51,with the highest score being 98.59 and the lowest score being 59.90.The average score of "equipment safety" and "environmental safety" is 64.60% and 70.07% respectively.The safety assessment scores of nursing institutions with different degrees of independence were statistically significant(P<0.05),and the safety assessment scores of independent nursing institutions were higher than those of non-independent nursing institutions.(4)The internal consistency coefficient of the safety evaluation index system of nursing institutions is 0.940>0.8,indicating the high reliability of the safety evaluation index system;In the process of index system construction and empirical study,experts in various fields of childcare institutions were consulted,and the content validity of the index system was good.The weighted cumulative comprehensive evaluation method and weighted Topsis method presented positive correlation between the two ranking results,with the correlation coefficient of r=0.951 and P=0.000<0.01,indicating that the evaluation index system was effective and feasible.Conclusions and RecommendationsThe safety evaluation index system of nursing institutions established in this study is scientific and reasonable,which can be used for the safety evaluation of urban nursing institutions of 0-3 years old infants in sichuan province.12 institutions were evaluated by the established safety evaluation index system,and the evaluation index system was effective and feasible.Evaluation of the 12 childcare institutions,"personnel safety","equipment safety","environmental safety","management safety" need to be further improved.After the empirical investigation of 12 nursing institutions,the following Suggestions are put forward: to establish the competent departments of nursing institutions;To strengthen the safety management of residential care institutions;To strictly control the qualification of the security personnel and standardize the configuration of security equipment;To attach importance to the safety education and mental health of the service personnel in nursing institutions;To improve the safety management system of nursing institutions;Planning new residential community independent daycare service building. |
